The litmus test for me comes tomorrow when I talk to a crusty old conservative who thinks that Roh is a communist (he's a great guy, and I have learnt much about Korean traditional customs and culture from him, but since I'm a socialist and he's not, we don't discuss politics much).
Roh is IMHO a very decent man, a self-taught human rights lawyer, and a true political liberal.
President Roh, on the other hand, has followed in the steps of his predecessor, Kim Daejung, in extending the diplomatic efforts with North Korea, in backing away from the US and warning them to keep a distance.

When Kim Daejung was finally elected President of the Republic of Korea in late 1997, and again when he was awarded the Nobel Peace Prize, I was reminded of the two days I was fortunate enough to spend with him in Seattle 18 years ago.
Kim came to Seattle only a few months after his release from solitary confinement in one of Chun Doohwan and Roh Taewoo's jails, and only a little more than a year since those two ex-generals had been forced by world public opinion to cancel their plans to execute him.
In 1983 Kim told us that when he became president (I remember distinctly that he said when, not if), one of the first steps he would take would be to pardon those who had jailed him and sentenced him to death, and had sent troops against unarmed demonstrators in Kwangju.

These troubled presidencies are an indication of the difficult times for Korean society during those years.

If you simply say, "The current policy isn't working," then you may not even understand the complexity of the issues, wherein Japan, South Korea, and China each have VERY different views on North Korea, relative to each other and to the views of the US.
Similarly, it suggests that you don't see the divergent interests involved in Seoul (under this administration, which are different from those under Kim DJ, or Roh Taewoo), Tokyo, and Beijing.
If you don't know these things, then either I have to explain them all (which is one heckuva thing in a blog context), or I labor under the burden of ignorance.

What is your opinion on Kwangju which suffered a massacre in May 1980, and on the prosecution of general Chun Doohwan and general Roh Taewoo who masterminded the massacre and later became president.
The human rights movement began at the end of Soekarno's government.

Comments: Does anyone know if the Army ever approved the PUC given to JSA bn in Oct. '91?
At the time, DA did not approve it for us to wear, even though president Roh Taewoo officially awarded it to us.
