I believe the predecessors of the Rohirrim originally were the peoples of Rhovannion (from whom the kinstrife eventually arose when Valacar married the daughter of the King of Rhovannion).
The Rohirrim were not descendants of the people of the House of Hador, but their ancestors and the ancestors of the aforementioned Edain race were one and the same.

The Rohirrim are often compared to the Anglo-Saxons, and there are people who argue that the Rohirrim must be modelled on the Anglo-Saxons because Tolkien used Old English (Anglo-Saxon) to represent their language.
The Rohirrim, for their part, are ambivalent toward the Dunlendings; sometimes they intermarry with the Dunlendings, and sometimes they exchange brutal raids with the Dunlendings.
If the Rohirrim are truly an homage to the Anglo-Saxons of poetry, as Tom Shippey argues in The Road to Middle-earth, the highest tribute is paid to Anglo-Saxon women, not their men, through Eowyn.

Meduseld: Articles: Are The Rohirrim Patterned On The Anglo-Saxons?
Relax, take a breath, I'm simply offering some arguments that suggest that maybe a different approach should be taken: the Rohirrim are a fictional culture, so instead of looking for a match using "historical" cultures we look for the best literary fit.
A part of the answer is that the Rohirrim are not to be equated with the Anglo-Saxons of history, but with those of poetry, or legend.
No doubt he knew the dim tradition that the word "Goths" itself meant "Horse- folk." This is what adds "reconstruction" to "calquing" and produces fantasy, a people and a culture that never were, but that press closer and closer to the edge of might-have-been.

How did Tolkien actually portray the Rohirrim?
To begin, a counter point has been raised to my explanation of the Rohirrim in last week's article: "Tolkien chose to represent the Rohirrim in a fashion HIGHLY influenced by Anglo-Saxon-Danish culture." The argument provided in support of this statement is that the plains of Rohan are similar to the northern seas.
while the Rohirrim generally do not seem to have permitted foreign peoples to wander through their lands (in fact, they had few neighbors who would even be so inclined).
And Tolkien cautioned his readers in Appendix F against identifying the Rohirrim with the Anglo-Saxons: "This linguistic procedure [of using Anglo-Saxon to represent the language of Rohan] does not imply that the Rohirrim closely resembled the ancient English otherwise...."

The stats for the Archer and Spearmen Units I will keep identical to the Men in the rulebook but I think that considering the Rohirrim are renowned for their horsemanship and mounted warrior like ethos then something a little different is called for.
I was thinking that since the Rohirrim are very adept horse archers yet at the same time also good at mounted combat that the following rules would seem fair.
This is represented by a +1 attack per stand in the first round of combat, if the Rohirrim charged.", with both rules in effect, this unit goes to 100 pts.

How did Tolkien actually portray the Rohirrim?
I do not mean to imply that the Rohirrim are a direct representation of Anglo-Saxon or Scandinavian culture, merely that visually representing Middle Earth culture in a vaguely medievalish fashion does not constitute a significant deviation from the what is represented in the trilogy.
While there is no evidence to indicate that Rohirrim served in the Citiadel Guard (sort of the Varangian Equivelent) the relationship between the the Scandanavians and the Byzantines seems closer to the Rohirrim and the Gondorians than the Barbarians and the Romans.
Tolkien admits that the linguistic procedure of the Rohirrim is Anglo-Saxon in nature, or at least in representation, but that the derivation stops there.
