Rokugan is the focus of the Legend of the Five Rings setting.
The largest groups, and the largest areas, are controlled by the clans of Rokugan -- groups of families descended largely from a common ancestor who have inherited control of their respecive tracts of land, as well as the people living on them.
The Emperor of Rokugan has no clan of his own, but he does have his own family, currently the Toturi, and three families that serve his interests directly: the Miya family, the Otomo family, and the Seppun family.

Against a techologically superior foe, should Rokugan be motivated by some urge to maintain what they are, they'd have to fall back excessively on their particular strengths and make creative use of them, but it would be possible, if bought with a lot of blood.
I don't think Rokugan has the resource to fight both a technology superior foe on one side and the Shadowlands on the other and win on both fronts even if its wholly united on both fronts, and I further find it unlikely that they'd be united on the foreign front.
Nevertheless, a Rokugan where battalions of low-ranking Crab peasants or footsoldiers line up to shoot down the onrushing goblin hordes while the Legendary Epic Samurai Heroes deal with the higher end nasties is a very different one from the current one.

The Emperors of Rokugan began with the first Hantei, son of Amaterasu and Onnotangu, and victor of the Tournament of the Kami.
After the Tournament, Hantei was declared ruler of all Rokugan, but this was not truly so until the reign of his grandson, Hantei Ningi, when the Imperial court and post of Emerald Champion were established.
Since the time of Hantei X, the emperors of Rokugan upon their coronations have dropped their personal names and keep only the name of their dynasty, to reaffirm their noble blood and right to rule.

Sprinkled through the books of the roleplaying game are stories from all periods of Rokugan's history, often inserted as bits of colour text when discussing ancestral spirits or clan legends, short and simple bits of description that go a long way toward bringing the setting to life.

The Creatures of Rokugan from AEG strays off the path and although this makes the book a little easier to review, it also makes it harder to rate.
I'll do Creatures of Rokugan a favour and rate it as a decent collection of monsters for a Rokugan setting and not as a few pages of rules that cost nearly $25 because the book's padded out with a lot of creatures.
The Rokugan troll and the mountain goblin are the Oriental Adventures equivalents of the traditional favourites.

I'm curious which Rokugan supplements those of you gaming in the setting would view as required, recommended, and nonessential.
There are a ton of feats on OA that are necessary prerequisites for feats in Rokugan, there are also a ton of Prc's and background info.
OA and Rokugan are the basic essentials, and are both quite good.

As to the Rokugan setting itself, it's extremely detailed and I would probably use it if I were running an asian setting.
Yes, the monsters in Monsters of Rokugan are fairly portable.
Word has it that AEG had in issue with the poor job that the printer did and sent the books back to be redone, but they haven't updated their site or given a new ETA.
