Dyer received his B.A. from Kenyon College in Gambier, Ohio, and his M.D. from the University of Texas.
An expert in infectious diseases, he demonstrated how endemic typhus is spread and is noted for developing a vaccine to protect against the disease.
As director of NIH, Dr. Dyer organized the Division of Research Grants, assisted in planning the Clinical Center, and helped establish three new institutes: the National Heart Institute, the National Institute of Dental Research, and National Institute of Mental Health.

The other day I was eating my lunch and trolling through Robbie's list of music roll brand names at the MMD Media Site when I came across the name Rolla Artis, a brand manufactured by Wurlitzer.
Sure enough, I have three Rolla Artis piano rolls, but they weren't made by Wurlitzer -- they are European.
It seems to have been drawn from the point of view of a bug sitting on middle C. I asked Julian Dyer about these rolls and he has discovered that they were made by a German company situated in Leipzig.

Temporarily blocked, Parran and NIH Director Rolla G. Dyer enlisted the services of Mary E. Switzer, Parran’s superior in the Federal Security Agency, to write legislation authorizing the mental health clinical unit as well as a nationwide hospital building program, which Congress readily funded in August 1946.
Keefe and other key members of Congress decided that spring that the study sections and advisory councils Parran and Dyer had organized in 1945 and 1946 were the only effective instruments available to fund the wave of emergent medical technology.

After completing his medical training he joined the armed services as a Lieutenant in the United States Coast Guard, serving as a ship's doctor in 1942.

 10th REGIMENT CAVALRY
April 1, 1862 the Third Battalion (Companies C, F, I, and M) of the 10th Cavalry, commanded by Major Marshall Stephenson of Springfield left by rail for Rolla, Mo. They were followed a few days later by the Second Battalion (Companies B, E, H and L) commanded by Major Joseph S.
From Rolla the Regiment marched to Springfield, Mo. (As opposed to Infantry Regiments, Cavalry Regiments were often divided into Battalions and the Battalions in each Regiment might operate independently.)
In March, 1863 the Second and Third Battalions rejoined and moved together to Rolla, Mo. It was at this time the the Regiment finally received carbines and was armed with Hall carbines, Sharps carbines, Colt revolvers, Remington revolvers, Savage revolvers, Starr revolvers and Dragoon sabers.

And I've a picture here of them, just three important people to remember: our Surgeon General, Thomas Parran, Jr., with Jimmy Thompson, and Rolla Eugene Dyer, the director of NIH in 1944 when the picture was taken.
In 1946, Dyer went to the Congress and got $800,000 to start all those contracts and turn them into grants.
I think the important thing is that when the research grant program was begun, Congressman Dyer put all of the process towards selecting grants to be funded later by the appropriations of the separate institutes into a central office.
