Rollbacks are important for database integrity, because they mean that the database can be restored to a clean copy even after erroneous operations are performed.

I do agree that the rollback segments will not be created unless 2 extents are provided but what is the logic behind this.
We failed to drop or offline the rollback segment,tablespace or data file and the database can bring up for user to carry out their activity.
