Catholic Bishops to Require Certification for Theologians
The requirement, that theologians obtain a "mandatum," or mandate, emerged at the meeting of the National Conference of Catholic Bishops as the most controversial element in a broad statement about what the relations should be between the church and America's more than 230 Catholic institutions of higher education.
In a statement after the bishops' vote, Margaret A. Farley, a Yale Divinity School theologian who is president of the Catholic Theological Society of America, said that while some theologians would see the requirement as affirming theology's importance, most would worry that it would erode trust between bishops and theologians.
The bishops' role is essentially "persuasive" in dealing with colleges and universities, Bishop Leibrecht said, responding to questions about whether the document has disciplinary "teeth" for a bishop to use.

The strict requirement of the Apostolic Letter is simply that the Roman Catholic party shall be brought to acknowledge his duty in conscience to provide pro viribus for the Catholic upbringing of the children and that the non-Roman Catholic partner should be made aware of this obligation.

Rod Dreher on Archbishop Rembert Weakland of Milwaukee on National Review Online
Macoux, 54, was at least in his late 20s when he began a relationship with Weakland, and from an 11-page, handwritten 1980 "Dear Paul" letter Weakland wrote to Macoux, it appears that the archbishop and his paramour had a consensual relationship, one that Weakland ended when he decided to begin honoring his vow of celibacy.
On Thursday, Milwaukee County Attorney Michael McCann told reporters Weakland had confessed to him that he had had a "troubling" relationship with an adult male, and was afraid he was going to be extorted because of it.
