Finance, regarded as state house-keeping, or " political economy " (see Economics) in the older sense of the term, deals with (I) the expenditure of the state; (2) state revenues; (3) the balance between expenditure and receipts; (4) the organization which collects and applies the public funds.
The earlier Roman treasury (aerarium) was formally retained for the receipt of revenue from the senatorial provinces, but the officials were appointed by the Princeps and became gradually mere municipal officers.
Under the constraining power of the Roman Empire the older city states were reduced to the position of municipalities, and their financial administration became dependent on the control of the Emperor - as is abundantly illustrated in the correspondence of Pliny and Trajan.

Zgoznik, a former finance employee of the Cleveland Diocese who was indicted on 15 counts of defrauding the diocese, owns an accounting firm and other companies that regularly invoiced the church, allegedly under direction from Smith.
In addition, the release noted, the diocese's Finance Council would be charged with hiring an independent auditor and had already brought in Ernst and Young to examine the suspect vendor payments and attendant insurance claims.
