The most active and long-lasting were the academies of the princedom instituted in Bucharest (around 1689) and Iasi (in 1707) which trained the Christian intellectual elite in South Eastern Europe and the Near East and would become the first universities in Romania in the 19th century.
In 1879, through a special law, the Romanian Academic Society was promulgated a national institution with the name of Academia Româna - The Romanian Academy, a "moral and independent entity in all of its undertakings of whatever nature." The Academy was encyclopedic because its preoccupations embraced all domains of the arts, letters, and sciences.
Finally, the Romanian Academy was not conceived by its founders only as a forum of national recognition but as an active center of scientific research and literary and artistic creation.

The basis of the bibliography was the fund of the Library of the Academy, completed with investigations in other libraries in Bucharest and in the entire country, as well as titles of books mentioned in reference publications, but not located in libraries (in the bibliography these books are marked with an asterisk).
The criteria fixed in 1895 by the Romanian Academy in order to establish which periodicals were to be included in this bibliography are the following: 1) linguistic criterion (Romanian language); 2) geographical criterion (periodicals in other languages but published in Romania); 3) ethnical criterion (periodicals published abroad but written by Romanian authors).
The bibliography is mainly based on the collection of the Library of the Romanian Academy and on previous bibliographical works of the same kind, like the bibliography by Aleksandru Pop Bibliografia publicatiunilor periodice romaneti si a celor publicate in limbi straine in Romania sau de romani in strainatate, 1889.
