Montague is the Captain of the Slytherin Quidditch Team, so maybe JKR isn't referring to the love-stricken Romeo Montague, but his father, Lord Montague (if she is even making a Shakespearian reference at all.)
However, when I think of the name Montague, i don't think only of Romeo's love affair, but also of all the quarrels between Montagues and Capulets and the fact that Romeo and Juliet' deaths put an end to those quarrels.
The fact that the historical Montague was found floating in a river and that the character Montague was found in a toilet (water) seem to fit together well.

Story Activities: "The fact that the Prince must intervene [in the Montague and Capulet feud] is especially significant to this play because it serves to lift the action out of the realm of a domestic tragedy--that is, the feud has reached the stage where the issue is of public import" (Carey 11).
