Pacheco was one of the first Hispanics to denounce slavery and pledge allegiance to the Union, and in the early 1860's he changed party affiliation to the Union Party.
In November 1876 Pacheco was elected to the U.S. House of Representatives by a margin of one vote.
Pacheco was seated on October 17, 1877 and was appointed to the Committee on Public Lands.

Romualdo Pacheco (October 31, 1831–January 23, 1899) was a Hispanic-American politician who, so far, has been the only Hispanic governor of California following its admission to the United States.
Pacheco served as Lieutenant Governor of California under Newton Booth until Booth was elected to the United States Senate in 1875, so Pacheco served as governor of his home state that year until William Irwin was elected to the position.
Pacheco was proficient at riding horses and is the only known governor of California to have lassoed a grizzly bear.

He won the election, but did not spend much time in Sacramento, because Governor Leland Stanford appointed Pacheco a brigadier general, with command of the State Militia's First Brigade and was instrumental in forming the 1st Battalion of Native Cavalry of the California Volunteers.
