Here the problem was that if the airport had been named for the man and not the geographical location, then presumably the namers would have thought to include "George" as they did with the "George Washington Parkway" that runs past the airport and on down to Mount Vernon.
Clearly the airport is named for the city named for Washington, as Baltimore - Washington Airport is named for the cities it serves and not for the greater glory of Lord Baltimore.

The airport’s name was officially changed to "Ronald Reagan Washington National Airport" in February 1998 by the United States Congress and President William J. Clinton.
National Airport has 44 gates; nine in Terminal A and 35 in Terminal B/C. In 1946, Washington National Airport passed a milestone of 1 million annual passengers; in 1999, approximately 15 million passengers used the airport with approximately 42,000 passengers a day flying on commercial, general aviation and commuter flights.
Nearly 100 shops and restaurants in the airport terminals provide visitors with a mix of national, local and regional retail and food concessions.
