Born in Sardis, Mississippi, on July 29, 1956, and raised in the Tocowa Community in Panola County, Musgrove graduated from Northwest Mississippi Junior College, the University of Mississippi, and the University of Mississippi Law School.
Musgrove was elected president of the Panola County and Tri-County Bar Association and served on the Board of Directors of the Mississippi Young Lawyers Association.
In 1987 Musgrove was elected to the Mississippi Senate and re-elected in 1991.

David Ronald "Ronnie" Musgrove (born July 29, 1956) is an American politician who was the Democratic governor of the U.S. state of Mississippi from 2000 until 2004.
Musgrove advocated a change in the state flag which featured prominently the Confederate Battle Flag and set up a committee to select a new design.
Musgrove also managed to fully fund education in Mississippi for one year, a feat that rarely occurs in that state.
