Roscoe Gardner Bartlett (born June 3, 1926) is a Republican member of the United States House of Representatives, representing the 6th district (map) of the State of Maryland since 1993.
Bartlett was then hired as a UMD faculty member and taught anatomy, physiology and zoology while earning a Ph.D. in physiology.
Bartlett (center) (R-MD) joined Reps. Ben Cardin (podium) (D-MD) and Jo Ann Davis (left) (R-VA) in calling for a study of homeland security needs of the National Capital region, including Maryland, Virginia, and the District of Columbia.

Bartlett's lifelong love of farming developed on his grandfather's farm in the small town of Moreland, Kentucky where he was born.
Bartlett was tested out of high school the fall of his senior year and began attending Columbia Union College at age 17 where he majored in theology and biology and minored in chemistry with the intention of becoming a minister.
Bartlett engaged in research in addition to teaching first as an instructor, and later as an Assistant Professor at Loma Linda University School of Medicine in California.

Bartlett said out loud what has been a dirty little secret in Washington for years when he pronounced, "The appropriators flmail you." He said the so-called "cardinals" (the chairmen of the appropriations subcommittees and committees) tell you "vote for my appropriations bills or your projects won't see the light of day".
Bartlett said he intended to write a letter to his constituents in the form of an op-ed announcing that he no longer could, in conscience, vote for bloated appropriations bills even though that likely means that most projects for his Maryland Congressional district may not be funded.
