Rose Atoll was discovered by Louis de Freycinet on October 21, 1819, on his voyage around the world in the Uranie and Physicienne.
Accounts of Rose Atoll are to be found in Carnegie Institution of Washington Publications 340 and 341, 1924, written by Dr. Myor, Dr. William A. Setchell and others; and in the Proceedings of the American Philosophical Society for 1921, volume LX, pages 62-70.

The second sighting was at a shipwreck at Rose Atoll, located at the eastern end of the American Samoan island chain.
The Rose Atoll shipwreck occurred in 1993 when a 250-ton ship broke up over the reef and spilled large quantities of fuel along the reef.

Shouldn't the southernmost point in the U.S. be Rose Atoll, rather than Steps Point, American Samoa?
Rose Atoll, as far as I can tell, is part of American Samoa, is a U.S. wildlike refuge (even though it's all of about 10 acres), and is located about 10' SOUTH of Steps Point (14° 33' S as opposed to 14° 23')...
Lowest major city is New Orleans at -15 ft. There is an indian village in Death Valley National Park with a couple hundred people that is the lowest town.

We have some very interesting migration data for green sea turtles at Rose Atoll (see map below), where a tagging study was conducted in the mid-1990s.
In all, 10 tagged turtles were recovered after nesting at the atoll.
It's understandable why the adult turtles do not stay at Rose Atoll after nesting, because their favorite food (seagrass) is absent there.

Rose Atoll is a pristine reef that will hopefully be nominated as a world heritage site, a UNESCO driven process that links the concepts of nature conservation and the preservation of cultural properties.
It appears the atoll may not require additional cleanup efforts offshore and that these efforts can be redirected to monitoring the lagoon and marine facing reefs.

Human alteration of the forest system at Palmyra Atoll began with the introduction of Coconuts by Polynesian voyagers, and accelerated during and after WWII with introductions of plants, terrestrial arthropods, and rats (Rattus rattus).
Prior to the arrival of rats, Palmyra's flora evolved with the foraging pressures of at least five native land crabs, including the world’s largest terrestrial arthropod, the coconut crab (Birgus latro).

Summary: The United States Coast Guard (USCG) Marine Safety Office (MSO) Honolulu was notified by the MSD office in America Samoa that the fishing vessel Jin Shiang Fa ran aground on Rose Island, approximately 150 miles east of America Samoa sometime after midnight on October 14.
The Jin Shiang Fa, a 137-foot, Taiwanese flagged fishing vessel, was carrying 10,000 gallons of diesel in its internal fuel tanks, as well as an additional 100,000 gallons (2,390 barrels) of diesel in its forward cargo holds when it went aground.
A Coast Guard overflight reported the vessel hard aground on the west side of Rose Island, south of the narrow opening into the inner lagoon.
