The roses are tested in areas like health, amount of blooms, color, form and unique qualities of bloom, before being accepted as a new variety and released to the public.
Rose hybridizers who develop new varieties choose the names for their creations, which are then submitted to the International Rose Registration Program of the American Rose Society, which has cataloged over 15,000 varieties.
Many of the Garden's original features including the reflection pool in the center of the structural entrance, garden vases, the two-tiered water fountain, miniature rose beds and arbor have been donated through the years by the community and the Rose Society.

The idea of the Rose Garden became a reality in 1985 when the Rose Garden Project Committee was formed with the purpose of establishing a public garden.

For many years, the Parks Department held Rose Week activities in the garden each May, with a Rose Day Celebration on Mother’s Day (the Mother’s Day event was resurrected in 2001 as a joint project of the City of Berkeley and the Friends of the Berkeley Rose Garden).
In response to the growing depletion of roses by hungry deer, a perimeter fence was erected in the late 1990s.
The roses are pruned in January in preparation for mid-May, when the garden is in its most spectacular state.

The general plan is for hybrid teas on the northeast, old garden roses and floribundas on the east, hybrid rugosas along the south library wall, polyanthas and miniatures in raised beds on the northwest, and hybrid musks in shady spots along the north wall and adjacent to the west entrance.
Climbing and rambling roses stretch along the 70 ft. long pergola on the northeast, the steel trellises which comprise the north wall of the shade structure, and four large arches in the east garden.
