  Rossell and Baker: Their Case for the Effectiveness of Bilingual Education
Rossell and Baker seem oblivious to the fact that at the end of grade one French immersion students are still at very early stages in their acquisition of French.
Rossell and Baker's discussion of the French immersion data is presumably meant to imply that two years of "structured immersion" in English should be sufficient for limited English proficient students to come close to grade norms in English.
Rossell and Baker's argument thus rests on their claim that students in monolingual "structured immersion" programs (Canadian French immersion programs in kindergarten and grade 1) come close to grade norms while the program is monolingual in L2 but lose ground in comparison to native speakers when the program becomes bilingual in later grades.

In 1996, Christine Rossell and Keith Baker conducted a review of the literature on the effectiveness of bilingual education and concluded that the majority of 75 methodologically acceptable studies showed that bilingual education was not beneficial.
Christine Rossell, for example, argued that the review of the literature she conducted with Keith Baker suggested that children learn English best when they are taught in English (Rossell and Baker, 1996).
It is clear that Rossell and Baker's review of studies is useful as a pool for a meta-analysis, but the lack of rigor and consistency in how they classify studies and summarize results prevents their conclusions from being reliable.

 Critique of a Critique: Hakuta et al v. Rossell
Rossell's analysis of the Hakuta et al study relies heavily on distinctions she makes between SEI and mainstream classrooms, since the gist of her argument is that ELL students are "better off" in the mainstream.
Rossell would have us believe that all language minority students attend schools where they, and other children who speak their language, are in the minority among their schoolmates--a few newly-arrived immigrant children scattered among a sea of white faces.
Rossell presents no evidence that the 16% who were in mainstream classes after passage of 227 in AY 1998-99 reached the mark any faster than the rest.

Rossell and Baker identify 72 studies that they say meet these standards (although there are actually 75 citations listed under their heading for acceptable studies in a mimeo provided by Rossell).
While Christine Rossell was very helpful in locating some of the more difficult to find studies, she did not have these 5 nor were they available from the library at the University of Texas, which has one of the world's largest collections.

Rossell and Baker also categorized programs according to pre-defined labels (structured immersion, transitional bilingual education, submersion, English-as-a-second-language [ESL]) whereas Greene adopted a more straightforward categorization of bilingual education as a program in which all students are taught using at least some of their native language.
Similarly, it is bizarre to claim, as Baker and Rossell do without even a citation to back it up, that the French proficiency of grade 6 immersion students is more poorly developed than that of grade 1 students, and to attribute this to the fact that L1 instruction has been incorporated in the program.
Rossell and Baker would say no—these studies are not “methodologically acceptable” because control groups were not used and results are reported only in relation to grade norms.

Rossell and Baker used a "vote-counting" technique in their review of studies of bilingual education.
He did, however, accept all of Rossell and Baker's other criteria for whether a study was included in the analysis (use of a control group, control for initial differences in the groups or randomization, use of standardized tests in English, use of appropriate statistical tests).
I only pointed out that while Rossell and Baker excluded a number of studies for not randomizing or otherwise controlling for existing differences among groups, we have no reason to suspect such differences exist, and that when a number of studies like this are done, one has a kind of randomization.

My favorite Rossell #56 coupe was the 1975 version, with the same orange and fl paint scheme but with a narrow coupe body (like the Norcia #81) and the BIG Firestone 500 drag tires with groves cut in them on the rear.
