Flower refused a renomination for Congress, having stated in his first Canvass that he would not accept a second nomination and that he would leave the district in such a condition after one term that any good Democrat, no matter how shallow his pocket, might be nominated and elected in it.
Flower created the impression that he was doing nothing, even counseling some of the leading newspapers of his party to pitch into him and accuse him of inaction, in order to arouse the Democratic rank and file to the necessity for active effort on their part.
Flower's parents were Presbyte­rians, and on a visit to Theresa a number of years ago he found that the church, which he had attended as a small boy had run down and that the building itself was in a dilapidated condition.

Shortly after Governor Roswell P. Flower signed into law the legislation establishing the New York State Veterinary College at Cornell University on March 21,1894, James Law Hall was constructed in the center of campus, where Uris Hall is located today.
A ceremony was held on June 12, 1901 in the College's Amphitheater to found and endow the Roswell P. Flower Library.
The library's name was changed to "The Roswell P. Flower - Isidor I. and Sylvia M. Sprecher Library and Learning Resources Center" in recognition of the significant contributions made by the Sprechers to the College over the years.

In 1892, Governor Roswell P. Flower signed legislation authorizing an institution to be located in Ulster County and called the Eastern New York Refortnatory -- "Eastern" to distinguish it from the NYS Reformatory at Elmira to the west.
The act called for the appointment of "three disinterested and reputable citizens" to select a site, instructing them to have "due regard" for such considerations as "wholesome water, proximity or accessibility to railroad communication and suitableness of soil for the growth and cultivation of fruits and vegetables."
Later that month, the Governor appointed three new "building commissioners" to purchase land and oversee construction of the new institution.
