  Tether propulsion - Definition, explanation
Rotovators (sometimes called momentum exchange tethers) could theoretically open up inexpensive transportation throughout the solar system, as long as the net mass flow was toward the Sun.
Momentum charging uses the rotovator to move mass from a place that's higher in the gravity well to a place that is lower in the gravity well.
Although ultra-high strength plastic fibers (Kevlar and Spectra) permit rotovators to pluck masses from the surface of the Moon and Mars, a rotovator from these materials cannot lift from the surface of the Earth.

Article: Cosmic Rope Tricks: Space Tethers and Rotovators, by Paul Lucas
A Rotovator is a spinning orbital tether built on a truly gigantic scale, designed to reach down from space into the lower atmosphere, or perhaps even to the surface of the Earth, to pick up and drop off payloads directly.
Rotovators by necessity would have to be built of extremely strong but flexible materials, as the stresses they would have to endure both from their spin and picking up significant masses are enormous.
Rotovators need not always be quite on this scale, but a length of several hundred miles is probably the minimum.

Rotovation as a Eurasian watermilfoil control method
Rotovation is not recommended in waterbodies with early infestations of milfoil since fragments are created and rotovation may increase the spread of milfoil throughout the waterbody.
Rotovation is less effective in the summer when the long milfoil plants wrap around the rotovating head, slowing down the operation.
The objectives of the study were to document effectiveness of rotovation by measuring changes in milfoil stem densities before and after treatment, and to assess impacts of rotovation on selected water quality parameters, benthic invertebrates, and the fisheries.

 Tether propulsion Summary
An example of use would be a rotovator in a circular orbit with the tip velocity zero relative to (or at) the ground that grabs an object from high altitude.
Momentum charging uses the rotovator to move mass from a place that's higher in a gravity field to a place that is lower in a gravity field.
Systems of rotovators could theoretically open up inexpensive transportation throughout the solar system as well, as long as the net mass flow is towards a massive body, such as the Sun, or the Earth.

Space Elevator vs Rotovator - Bad Astronomy and Universe Today Forum   (Site not responding. Last check: )
A rotovator is possible, although perhaps one that reaches into the upper atmosphere rather than down to the ground.
A rotovator is less of a technical challenge and so is more likely to be built, but again it is in competition with cheaply utilizing resources in space.
Since both space elevators and rotovators are quite slow compared to rockets and because of radiation hazard from the Van Allen radiation belts, they may not be popular with passengers.

 Momentum-Exchange Tethers
Unfortunately, his analysis showed that unless very strong tether materials can be found, the mass ratio of a rotovator for the Earth or other large planet becomes too high to be practical to build.
This is unfortunate, because otherwise, it would be possible to build tether transport systems that would allow travel between the surface of the Earth and the surface of any solid body in the solar system without requiring fuel, provided the mass flow in toward the Sun slightly exceeds the mass flow outward.
Moravec did find that rotovators were feasible for the Moon and other small airless bodies.

 Rotivators and Cultivators: SafeGardening
However, a rotovator tends to be used for jobs that require deeper digging and its blades are more powerful helping you to turn over deeper areas of grass and soil.
Many gardens are not that large and some gardeners view rotovators as trying to crack a peanut with a large heavy mallet.
If your garden is the size of a small field and the soil is basically free of weeds then a rotovator is the ideal tool although they can be very expensive so it may be worth looking at hiring one or getting someone in to do the job for you.

The Space Elevator Thread - Viewing a thread
Nobody is suggesting that a rotovator that lifts payloads all the way from the Earth's surface to LEO would be practical with current technology.
The whole point is that a rotovator could substantially reduce cost to acheive LEO and would be cheaper and technically easier to build than a full blown elevator.
The problem that both the SE and rotovator will suffer from is that they will both interfere with existing satallite orbits and some kind of active avoidance will have to be allowed for.

Whilst rotovators are great for preparing soil as a one-off for lawns, for regularly cultivated areas like your veg patch, my personal advice is to avoid rotovators.
When the blade is at the bottom of its cycle, the weight of the machine is on it and it tends to pack down the soil forming a pan.

The most suitable environment for using rotovators is under wetland or irrigated agriculture, where the soil moisture content can be controlled to suit the use of rotovators and where there is usually an adequate quantity of organic matter to incorporate into the soil to increase soil aggregation.
Otherwise rotovators tend to pulverise the soil, particularly under dry soil conditions, destroying soil aggregates and leaving a high proportion of individual soil particles.
