Baton Rouge, Louisiana - Wikipedia, the free encyclopedia
Baton Rouge’s location also continued to be a strategic consideration, and between 1819 and 1822 the War Department built the Pentagon Barracks near the site of old Fort San Carlos as quarters for an infantry regiment; much of the construction was supervised by Lt. Col.
In 1825, Baton Rouge was visited by the Marquis de Lafayette as part of his triumphal tour of the United States, and he was the guest of honor at a town ball and banquet.
By 1870, though, Baton Rouge was 52 percent fl, partly the result of a decline in white population immediately after the war, but in the 1880 U.S. census, Baton Rouge was 60 percent fl.

The Cultural Context of Rouge by Anthony Leong
In order to fully appreciate the significance of "Rouge", it is important to view the film as a gestalt of disparate elements that both form and support a thematic core.
Taken in the context of the 1997 Handover, "Rouge" is a surprisingly optimistic film that asks its viewers to embrace the coming change in Hong Kong as it returns to Mainland China.
So beneath all the costume drama and supernatural occurrences, "Rouge" conveys a thematic undercurrent consistent with the cultural context in which the film was made.

The purpose of this paper is to make some general observations about the Tuol Sleng and Santebal archives, first in terms of the history of the collections themselves, and second in terms of their importance to historiographical and legal accountings of the DK period.
As early as 1971, the Khmer Rouge established the Special Zone outside of Phnom Penh under the direction of Vorn Vet and Son Sen. Son Sen, later the DK Deputy Prime Minister for Defense, was also in charge of the Santebal, and in that capacity he appointed Duch to run its security apparatus.
When the Khmer Rouge took power in 1975, Duch moved his headquarters to Phnom Penh and reported directly to Son Sen. At that time, a small chapel in the capital was used to incarcerate the regime’s prisoners, who totaled fewer than two hundred.

For a work to be listed and reviewed in the "Khmer Rouge Canon" requires that it have been written in the period 1975 to 1979 and, of course, have supported, whether explicitly or implicitly, the policies of the Khmer Rouge (hence the inclusion of Chomsky's and Herman's work).
In this sense, what the Khmer Rouge actually did or thought does not matter—at least not for our purpose here—since this is a study of the STAV on Cambodia, thus a study of Cambodian studies.
