For another 18 years, I-495 was a disjointed route through Manhattan.

Beginning at the Bayonne bridge approach in the city of Bayonne, Hudson county and proceeding northeasterly and northerly to the vicinity of the New Jersey Turnpike, Newark Bay extension (I-78) in Jersey City, Hudson county and, thence, west-northwesterly, to the vicinity of New Jersey Route 440 in Jersey City, Hudson county.

The part in New York was supposed to be NY 495, but brand new signage and reference markers still sign it as I-495.

The Turnpike was open well before I-295 had gotten much farther than a few isolated segments of US 130 freeway.
The purpose of signing it as the mainline is to keep traffic on the eastern spur going mainly to the Lincoln Tunnel on NJ 495, which once came off of the Turnpike as I-495 before the Mid-Manhattan Expressway was killed between it and I-495 on Long Island.
The first part comes out of PA by Ewing, NJ, crossing the Delaware on the only free Interstate route out of NJ, the Scudders Falls bridge.

The three tubes of the Lincoln Tunnel, which connect midtown Manhattan with the NJ 495 Freeway, NJ 3 and the New Jersey Turnpike (I-95), allow for flexibility in handling traffic.
For another 18 years, I-495 was a disjointed route through Manhattan.
To bring the NJ 495 roadway down from the cliffs of Weehawken, a "helix" was constructed in which the highway gradually descends in a 360-degree fashion before reaching the toll plaza.

NJ 495 used to be I-495, in hopes that it would connect with a full freeway between the Lincoln and Queens-Midtown Tunnels to I-495 in New York.
Either NJDOT or the NJTP Authority, whoever owns the exit 16E ramp from the Turnpike to NJ 495, decided that having three of the exact same sign in a row would be sufficient for people to understand where they're going.
I know that under that shield, which is clearly patched on as it has no black square background, there was and still is an I-495 shield in button-copy regalia.
