ROXAS, Isabela—The Roxas Hybrid Seed Growers Multipurpose Cooperative (RHSGMPC) in this town, which was built by hybrid rice, has been undergoing rapid growth over the last three years, so rapid that its total resources have reached more than P10.773 million.
Ferdinand Viernes, RHSGMPC manager, recounted to The Manila Times how the co-op was established on February 9, 2001, as a facility for the transaction of business with the Philippine Rice Research Institute (PhilRice), which buys hybrid rice seeds produced by farmers.
Upon the suggestion of Dr. Manuel Gaspar, then the branch manager of PhilRice Isabela, the RHSGMPC was established with 115 members before they even started to harvest their first dry season crop.

ROXAS, Isabela -- The deputy Ombudsman for Luzon has recommended the filing of graft and malversation charges against Isabela Rep. Edwin Uy for alleged irregularities in the use of 1.5 million pesos in government funds while he was the province's vice governor in 2000.
But Uy, in his affidavit, said the amount was properly liquidated and was used to pay for road improvement projects in Roxas town.
Isabela Vice Gov. Santiago Respicio and former provincial administrator Antonio Paguirigan filed the complaint against Uy and at least nine barangay officials and provincial employees last year.

ROXAS, Isabela —- Another suspected member of the dreaded Solid Ifugao Bonnet Gang operating in four provinces in Cagayan Valley and in the Cordillera was killed when he exchanged fire with security guards of the Philippine National Bank (PNB) last Sept. 20.
Napoleon Estilles, Isabela police provincial director, identified the slain suspected Bonnet Gang member as James Binbinon, 32, of barangay Tucod, Cabarroguis, Quirino.
Chief Inspector Alexander Santos, Roxas police chief, said Binbinon and five of his companions were reportedly on a stakeout of the PNB branch as early as 9 a.m.

AFTER only two years of operation, the total assets of this cooperative of hybrid rice seed growers in Roxas, Isabela has already reached more than seven million pesos, which is more than 300 times its initial capital.
Vicmar Agustin, a dentist-farmer who chairs the Roxas Hybrid (rice) Seed Growers Multi-Purpose Cooperative in Roxas, Isabela, said in a statement that the cooperative had 120 members and a paid-up capital of 22,500 pesos when it was registered with the Cooperative Development Authority (CDA) on Feb. 15, 2001.
