Born in Denton County, Texas, July 3, 1881, to Cicero and Louise Beck Cullen, Hugh Roy Cullen was the grandson of Ezekial Wimberly Cullen.
Cullen was becoming one of the richest men in America, he lost his son Roy in a tragic oil field accident.
Cullen, as he saw it as a place where young men and women without significant means (like himself in his youth) could acquire a sound education without having to incur the expense of leaving home.

The Honourable Roy Cullen, PC, MP BA, MPA, CA (born December 31, 1944, in Montreal, Quebec) is a Liberal Party of Canada Member of Parliament for the riding of Etobicoke North in the Canadian House of Commons.
Cullen was appointed Parliamentary Secretary to the Minister of Public Safety and Emergency Preparedness.
Cullen was formerly a Vice-President of the Noranda Forest Group (now Nexfor), and served as an Assistant Deputy Minister in the British Columbia Ministry of Forests.

In 1947, the Cullen Foundation was established to contribute to educational needs, health care and arts in Texas, primarily in the Greater Houston Metropolitan Area.
Cullen to establish the Foundation consisted of working interests in several oil and gas properties reported at time to have a value of approximately $160 million.
