THE ROLE OF RECRUITMENT AND SELECTION IN THE TRANSITION FROM A REGULAR AND CONSCRIPT ARMY TO AN ALL VOLUNTEER FORCE
Since the relationship between the Netherlands’ own interests and the serious decision to deploy conscripts for UN operations had become much more controversial than in previous years, parliament in the Netherlands passed a motion very shortly afterwards, in 1987, to the effect that conscripts could only be assigned outside the Netherlands on a voluntary basis.
The army leaders then took an expensive, but extremely wise decision, so that in the end the duration of contracts was set at two-and-a-half years: six months spent in training and two years working.
The new soldiers are keen to be in the army and those that pass the test are consequently proud of it.

ROTATION PERIOD AND RECUPERATION TIME IN PEACEKEEPING OPERATIONS
The principle in the Royal Netherlands Army with regard to military operations is that personnel are deployed for six months, after which they are not deployed for a period of one year.
The key question was whether the current deployment cycle of the Royal Netherlands Army, based on the principle of a six-month deployment followed by a year's rest, is too taxing for military personnel.
I have indicated that the armies of diverse countries, like the Netherlands Army, do have a formal or informal policy on the duration of deployment and periods of rest, but there are virtually no results of systematic research on which this policy is based.

In the first years after the introduction of ethical leadership, the Army had implemented a program in which all personnel were taught the way they had to behave - ethically responsible - towards colleagues of minority groups: male and female homosexuals, people from ethnic minorities, women and so on.
Army chaplains in particular, who were already very much involved in the Special Personnel Care programme, began to train the soldiers increasingly in how to deal with ethical dilemmas.
For this reason an informal working group in the army, led by a retired colonel, who wrote the 1991 vision on leadership for the CinC in which ethics was introduced, has made a plea for the introduction of a Military Ethical Standards Committee.
