As the Football Association yesterday lodged formal complaints about the racist abuse aimed at England players during Wednesday's "friendly" match against Spain in Madrid, Fifa, football's world governing body, launched its own investigation, saying it wanted to rid football of the "scourge" of racism.
The code covers issues from doping to on-pitch incidents to crowd behaviour.

If the Spanish authorities, or fans, are adjudged to have transgressed the code, the Spanish FA could be heavily fined and Spain could be forced to play one or more future games behind closed doors.

I don't know what's going on with Spanish football at the moment and they need to put a plug in it.
