Some districts are styled as boroughs, cities, or royal boroughs, however these are purely honorific titles and do not alter the status of the district.
The status of the London boroughs and metropolitan districts changed in 1986 when they absorbed the functions and some of the powers of the metropolitan county councils and the Greater London Council which were abolished.

PROVOST - LoveToKnow Article on PROVOST
From France the title found its way into Scotland, where it sjsrvives in the style (provost) of the principal magistrates of the royal boroughs (lord provost in Edinburgh, Glasgow, Aberdeen, Perth and Dundee), and into England, where it is applied to certain officers charged with the maiiitenance of military discipline.
The provost thus received the speculative right to collect the revenues of the royal domain in the district under his jurisdiction; this was his principal concern, and his judicial functions were merely accessory.
When appeals were instituted (and this was one of the earliest instances of their introduction) the provost, the sphere of whose competency was limited, was subject to an appeal to the bailli, though his judgment had hitherto been without appeal.

ORB - Medieval English urban history - Growth of self-government
Henry I was the first king to lease the royal revenues to the towns from which they were due and to concede a handful of chartered privileges.
Under his sons, however, the leasing of borough farms and associated grants of powers including locally-elected officers multiplied, for Richard and John had not the strength of will of their father, and other preoccupations made them needy of the cash payments for such grants and the annual revenues they would bring.
Towns of seigneurial foundation or those that became "mesne boroughs" when the king gave away his lordship to reward followers (a feature of the eleventh and early twelfth centuries) were often retarded in their development, compared to royal boroughs; Maldon provides an example.

Medieval English urban history - York - Economy
The king's grant in 1163 to the weavers of York of the right to form a gild and to share with the weavers of other royal boroughs in Yorkshire a monopoly on the manufacture of dyed and striped cloth suggests the textile industry was important in the city at that period.
During the thirteenth century, York's society appears to have been relatively egalitarian, in terms of wealth – there were very few residents who were noticeably more wealthy than their fellows as a result of extensive land-holding or participation in international commerce.
The weavers' gild revived to the point where it was able to purchase royal confirmations of its ancient privileges in 1346 and 1377, and by the end of the century there were 51 master weavers operating in the city.

 SABRE - Road Lists - Roads by 10 - A308
The A308 has a number of unusual features — associations with royalty, (including three Royal Boroughs), the country’s shortest motorway, the distinction of passing through the middle of a department store, and two (or possibly three - or even five!) crossings of the Thames.
To the right is the A310 towards Teddington, but the A308 turns left to run between two of the Royal parks, Bushy Park on the right and Hampton Court Park on the left.
Sadly, little can be seen of either unless you are on the top deck of a bus, as they are both enclosed by high walls.
