I should like to remind you of the comments made by the Honourable Royce Frith on February 21, 1990, and recorded in the Hansard of that day, when he called the attention of the Senate to the issue of violence against women in Canadian society.
I also applaud the efforts of my friends in Parliament who worked to eliminate violence against women by passing the Firearms Act, to eliminate the use of self-induced intoxication as a defence for violent crimes, and to strengthen the Criminal Code provisions on high-risk offenders, and many other provisions.
I believe Senator Frith was correct when he wondered whether this was not a random isolate act but, rather, an act indicating a deeper social problem.

 The death of 'Dominion Day'
Opponents insisted "'dominion' was chosen on a triumphal note to signal the escape from colonial status," as Senator Molson put it.
The Trudeau government, as senator Royce Frith, the deputy leader of the government, acknowledged, wanted the name change even though it didn't want to assume responsibility for turning the bill into government legislation.
Indeed, Senator Frith admitted the government was taking advantage of a "lucky bounce" in the House of Commons to achieve something it had wanted for three decades.

A former Canadian high commissioner in London, Royce Frith, spearheaded a campaign to restore Canada House, arguing that such a prominent and well located building was the perfect venue for highlighting Canadian culture, an increasingly important theme of Ottawa's foreign policy.

The restoration took 18 months and cost $15.5 million Cdn but that was still $3 million under budget.

In reality, the Commission overrepresented the city of Montreal much more seriously than Central Canada in general; and it has always surprised me that this anomaly received so little attention.
One co-president, André Laurendeau came from Montreal, the other, Davidson Dunton, came from a West-mount family, Royce Frith was raised in Lachine, and Frank Scott and Jean-Louis Gagnon were clearly Montrealers, giving five sets of Montreal sensitivities in a Commission of 10 members.
And a little outside the Commission itself, there were Paul Lacoste, a co-secretary, and myself as research director, and perhaps also the other co-secretary, Neil Morrison, who had spent many years at McGill.

Chadderton's letter to the Senators also questioned whether the Senate Sub-Committee had a mandate to review the series.
"According to our information, which has been confirmed by Senator Royce Frith, Official Leader of the Liberal Opposition in the Senate in a letter to us, dated September 28th, 1992, authority for the Senate Sub-Committee was not authorized by the Senate," Chadderton said.
He was referring to the initial meeting of the Senate Sub-Committee on June 25th of this year, when Senator Frith released a statement that the Liberal Senators were, in effect, boycotting the examination, as they did not feel that it was a proper exercise of the powers of the Senate.
