Rubbergate was the name given to a scandal that broke in early 1992 when it was revealed that members of the United States House of Representatives were knowingly writing bad checks, and not being penalized by the House Bank.
The phrase refers to the common expression that when checks fail, they're said to have "bounced", as if they were made of rubber.

Rubbergate was the name given to a scandal that broke in early 1992 when it was revealed that the United States House of Representatives allowed members to overdraft their House checking accounts, but were not being penalized by the House Bank.
Rubbergate – members of the United States House of Representatives knowingly wrote bad checks without being penalized.
Rywingate – a recent scandal in Poland, named after Lew Rywin who, on July 22, 2002, demanded a 17.5 million USD bribe from Adam Michnik (Gazeta Wyborcza) claiming that he was sent by the then Prime Minister of Poland, Leszek Miller.

Basically what happened, for those who missed it, is that a bunch of members of the House of Representatives floated some checks at the now-defunct House bank without suffering the same penalties you or I would for doing the same thing at, say, TCF.
The members of Congress who are responsible for this mess receive their punishment in the form of a reward: They get re-elected year in and year out, pointing fingers at others with one hand, holding a tin cup for the S&L bailout with the other.
I'm not saying that Rubbergate is not a scandal worthy of public attention.

In previously sealed documents that were released today, the investigation regarding the House of Representatives banking scandal known, as Rubbergate has finally been made public.
The # of Bad Checks written; the average number of bad checks written by the Republicans was 24 where as the democrats almost triple that number by writing an average of 65 bad checks.
Republican Majority House Leader, John Cambridge stated in a press conference “The Republicans would like to apologize to the American people in regard to the Rubbergate issue, those that are found of any wrong doing will be punished.

President Clinton's probable nomination of defeated Brooklyn Congressman Stephen Solarz of Rubbergate fame as our ambassador to India is real.
Solarz, who wants to increase U.S. trade with India, is indebted to the Indian lobby, as well as to the Israel lobby, both of which have contributed handsomely to his election campaigns.
