Rufino Jiao Cardinal Santos was born in Guagua Pampanga, Philippines, on August 26, 1908 and died in Manila on September 3, 1973.
Buried, metropolitan cathedral, Manila served as the Archbishop of Manila from 1953 to 1973.
Cardinal Santos paved the way for the establishment of Catholic Charities, St. Paul Hospital (now the Cardinal Santos Medical Center).

Uhm, according to wikipedia, after Cardinal Santos was in fact the first Cardinal Rosales – Julio Cardinal Rosales who was archbishop of Cebu and was named a cardinal by Pope Paul VI in 1969.
The elevation of Cardinal Rosales had been expected the moment he was appointed archbishop of Manila since tradition dictates that the Sees of Manila and Cebu are led by cardinal-archbishops --- my favorite maverick-senator Joker is not joking though when he mused that we should be getting more cardinals given our large Catholic population.

Rufino Sescon Jr., the late Cardinal’s priest-secretary, said Sin handpicked the Manila Cathedral crypt he would be buried in — beside that of Archbishop Gabriel Reyes.
Two predecessors of Sin are already interred in the crypt-the traditional burial ground of the head of an archdiocese or diocese-Archbishops Reyes and Rufino Cardinal Santos.
