On 23 January 1991 the RPF captured Ruhengeri, freeing numerous political prisoners and capturing a large amount of weapons and equipment, before retreating back to the forests that evening.
One group moved west to Ruhengeri and engaged government forces there, although they would make little progress and were more likely a defensive force securing the right flank of the RPF advance south.
In the south-west of the country French forces from Operation Turquoise controlled a large area, which was given over to the RPF on 21 August 1994, thus giving the RPF complete control of the country.

The killing comes two weeks after three Spanish aid workers were killed and an American colleague wounded in an attack on their compound in Ruhengeri.

Given the trend towards holding civilian detainees in military detention centres, for example in Mukamira military camp in Ruhengeri, it is likely that some are held there but it is virtually impossible to confirm their whereabouts.
For example, one man arrested on 22 January 1997 and detained in Muhoza military camp in Ruhengeri for eight days reportedly bore severe marks of torture after having been whipped on his chest; other detainees have also had to be transferred to hospital for medical treatment after being released from Muhoza.
Testimonies received from Ruhengeri and Gisenyi in particular, for example from people whose close relatives have been killed, reflect a sense of despair and appeal to the outside world for action to break the silence.

Ruhengeri offers a good selection of reasonably-priced small hotels and guest houses, but visitors seeking greater comfort could base themselves in Gisenyi or Kigali and - with an early start - head to the Parc des Volcans and Ruhengeri as a day trip.
Lakes Burera and Ruhondo, close to the gorilla-tracking centre of Ruhengeri, are oft-neglected gems, deep blue waters ringed by steep hills and tall waterfalls, with the nearby Virunga Volcanoes providing a spectacular backdrop.

More than 130,000 people, most accused of participating in the 1994 genocide, were held in civilian prisons and detention centres throughout the country; an unknown number were held in military detention centres, to which human rights and humanitarian organizations were usually denied access.
