I found it to be a very exciting movie from my particular perspective (US citizen, military family, male over 45).
The scenes of combat when the marines are ordered to the US embassy in Yemen to safeguard our state department personnel were VERY well done, even to the point of gripping.
I would have given Rules of Engagement a 9 or 10, but for the flaws.

Ben Kingsley and Anne Archer are completely wasted in supporting parts, in fact Archer has a meeting with Jones which seems to be setting her up to be a useful character later in the movie - but she never appears again.
I won't get started on the setting which once again flogs the "Arabs are terrorists" stereotype to death, though its an interesting thing when the best scenes of the film are a very bare on dialogue visit to Yemen by Jones.
Well-acted and thought provoking: one of the more intelligent movies this summer.
