Russia invites other nations to dismantle subs on its territory   (Site not responding. Last check: 2007-10-20)
Rumyantsev’s statement failed to discuss in any detail the eventual storage of spent nuclear waste from foreign submarines, but the plan corresponds to Russia’s desire to boost income on its currently foundering initiative, under which the Duma, in 2001, legalised the import and storage of foreign radioactive waste.
An official for Rosatom, who requested anonymity, said that Rumyantsev’s plan for foreign submarines “had been spoken of in [Rosatom] corridors,” but that “plans still need to be worked out and there have been no official invitations to other countries or other plans issued,” by the Rosatom, which is Russia’s central contractor for submarine dismantlement.
Rumyantsev’s statement failed to mention what will happen with the non-irradiated metals that come of dismantling a nuclear submarine, such as titanium from bulkheads.

Rumyantsev also said that his ministry was looking into a tentative request from North Korea that Russia consider building a nuclear plant there.

Rumyantsev took detailed notes of the productions mounted by the variously named studios, and the result is a lengthy exposition of Stanislavski’s musical theatre methodologies, his directorial principles, his blocking instructions and his scenographic innovations.
Writing in the style of a memoir, with all the attendant difficulties of speaking authoritatively in another’s voice or of transcribing another’s voice with any degree of historical accuracy, Rumyantsev devotes his attentions to chronicling Stanislavski’s attempt to transform operatic production via the notion of theatre as “an expression of collective art” (374).
As Rumyantsev puts it, “Stanislavski established a new order of things in opera under which a member of the chorus became a true artist, and not just a person bereft of all individuality who always played the same part throughout his life – that of ‘anonymous member of the chorus’” (114).

Rumyantsev did disclose that his ministry knew about the construction of the facility and referred to Iranian plans to pursue a reactor based on CANDU (CANada Deuterium Uranium) technology, which would require heavy water.[1] [It appears unlikely, however, that Canada would agree to build a CANDU reactor in Iran in the near future.
Rumyantsev agreed with Iran's claim to be the legal owner of the fuel it purchases, and that Russia will have to repurchase it in order to have it returned.
Rumyantsev appeared less concerned about the nuclear proliferation aspect of the facilities, stating that while centrifuges could be used to produce highly enriched uranium (HEU), available information suggested they were still in the early stages of development.

Russia tells Iran enrichment would be economically 'ruinous': Rumyantsev
Russia is urging Iran not to pursue a uranium enrichment program of its own and has shown Iranian experts that such an effort would be not just costly but economically "ruinous" for their country, Russia's top nuclear energy official said here Monday.
Iran has said it is aiming to generate 7,000 megawatts of power through civilian nuclear reactors by the year 2020, substantially lower than the threshold cited by Rumyantsev for making the uranium enrichment process affordable.
Many countries are concerned that Iran could use a civilian nuclear power program as cover for clandestine efforts to develop the capacity to build nuclear weapons, an effort which would require capacity for enriching uranium to weapons-grade level.
