Thorne made his first appearance in the episode "Two-Face", in which he was indirectly responsible for district attorney Harvey Dent's transformation into the arch-criminal Two-Face.
Thorne flmailed Dent with his psychological records, threatening to tell the press that the young DA is seriously mentally ill from multiple personality disorder unless he stopped prosecuting his henchmen.
Thorne was also notable in the series for introducing Bane into Batman's life by hiring him to assassinate the Caped Crusader.

The first "Boss" Thorne saga ran in Detective #469-476 (and has recently been collected in the TPB Batman: Strange Apparitions).
And the epilogue, where Batman and Gordon let one of Thorne's cronies off supposedly for the sake of Gotham is unconscionable (but was done so the character could remain a thorn in our hero's side for many issues to come).
Thorne makes his first re-appearance (I believe) in Batman #341, but the Thorne story overlaps with a Poison Ivy story that began (I believe) in Batman #339 (and concluded in #344).

It would be unlikely for Batman to get her killed by giving Thorne that recorder that recorded her conversation with Bane about overthrowing him.
Thorne spoke again in "Second Chance", this time to Robin, and Candace did not appear with him (assuming by show you mean series and not just episode).
Personally, I would like to have seen a sequel to "His Silicon Soul," where Thorne had her transferred to some small-town bank he owns.

While the overall plot isn't that important, it establishes both Thorne's corruption and Silver's suspicions about Bruce; and gives Batman radioactive injuries which require his treatment (in #471) at an exclusive, no-questions-asked clinic.
Those include the Penguin, Rupert Thorne, and the Joker, but Thorne is apparently the most serious, abducting Strange afterwards and torturing him to death.
His relationship with the police, and by extension the rest of Gotham City, was put in jeopardy by Rupert Thorne.
