Two of Nowek's militimen are killed at the home of Andrei Ryzkhov, a political fixer who wheels and deals on behalf of AmerRus.
White writes, "Son of a Moscow bigshot from the old days, Ryzkhov was a biznisman, one of the new breed, and aside from the gangsters, or perhaps because of them, he was one of the richest men in all Irkutsk Oblast."
Ryzkhov is also dead, but, unlike the militiamen, his was not a swift death.

in history - July 6th to July 12th - Learn English Magazine - British Council
The Russian Federation's Congress of People's Deputies had decided on April 5 to create a new, directly elected executive president of the Republic, an idea already overwhelmingly endorsed by a republican referendum held in March on the same day as the all-union referendum on the preservation of the USSR.
The campaign was dominated by the radical-conservative contest between Yeltsin and Ryzkhov and the questions of how many votes the Russian Communist Party could mobilize on Ryzhkov's behalf and whether Yeltsin would secure enough votes to win election on the first round.
Yeltsin's choice of Col. Alexander Rutskoi, the founder of the Communists for Democracy group in the Russian parliament, signified his intention to maximise his support among moderate as well as radical voters.

It was the sudden restriction of information on the child murder from higher authorities first alerted Pyotr Ryzhkov, together with information from another prostitute, herself suspicious since she was part of the Bolshevik circle.
As the investigation widens financiers, policemen, government officers, foreign diplomats, even the Minister of Justice seem to be involved in an ever larger circle of fraud and violence by Ryzkhov cannot discover the purpose.

But then my knowledge of Russian society at that time is fairly limited, and doubtless someone more versed in the setting than I am would be able to pick up on any historical inaccuracies.
The protagonist is a government agent named Pyotr Ryzkhov, who works amidst the corrupt society of St Petersburg, keeping his head down and doing his best not to attract the wrong kind of attention.
In Ryzkhov Miller has created a sympathetic character – a man struggling to balance pragmatism with idealism, and whose failure threatens his life.

There are conflicts surrounding cultural barriers between the New and Old Russians, alliances with American businesses and importation of European fashion, taste and greed.
Stephen Lang's authoritative baritone supports Gregori Nowek, the truth-seeking mayor who must solve the murder of wealthy Andrei Ryzkhov and two of Nowek's own militiamen.
It is Lang's flexibility with accents and audible character traits (rasping or stuttering, for example) that bring the audiobook to life.

"That's good because I need you to go somewhere this morning.  You've heard about Andrei Ryzkhov?"
"He lived in Rossinka.  Understand, with a name like Ryzkhov there will be demands for a thorough investigation.  His father was one of Stalin's aides.  People still know the name and I mean in Moscow, not Markovo.  It can't be dealt with in the conventional manner."
"You know what they say, scratch a chornye  and find a thief.  Why else would he be at Ryzkhov's flat?  Anyway, you can make your own determinations.  We want you to take on the investigation.  You know why."
