		The current constitution dates from 1997, and stipulates that with the exception of two guaranteed seats for small ethnic parties, only political parties receiving at least 5% of the total vote can enter parliament.
		The Polish Ombudsman or the Commissioner for Civil Rights Protection (Rzecznik Praw Obywatelskich) is appointed for a five-year term by the Sejm on approval of the Senate.
		Ombudsman's duty is to guard observance and implementation of the rights and liberties of the human being and of the citizen, the law and principles of community life and social justice.

	EURO IUS-INFO European Court of Human Rights - CASE OF TRZASKA v. POLAND
		On 4 October 1993 one of the officially appointed lawyers requested that the hearing be recommenced. The Court complied with this request and again questioned the applicant and another co-accused.
		On 3 November 1993 the applicant complained to the Ombudsman (Rzecznik Praw Obywatelskich) about the length of the proceedings in his case and on 18 November 1993 to the Minister of Justice.
		At the hearing on 19 and 22 November 1993 the court heard sixteen witnesses. At the hearing on 7 January 1994 only two out of fifteen witnesses who were to be heard on that day complied with the summonses. The Court imposed fines on some of them.

	Communal Property Statute
		On the date of the final decision to return a property or a part thereof, as described in position 1, the permanent authority given to the current owner of the property, expires.
		Consensus calling for transfer of the rights resulting from the bonds possession ("przeniesienie praw z bonow") transfers those rights at the instant of having made an entry in a register managed by a depositary.
		In cases of managed bonds transactions, described in position 3, the entry concerning change of the bond holder can only be made upon accounting submitting by a depository.
