  Saskatchewan Association of Community Networks
SACN was formed in the spring of 1996 when it became evident, vis-à-vis an initial community partnership of regions, that a province-wide organization could provide leadership and co-ordination for Community Internet Access sites and networks in Saskatchewan.
SACN could then demonstrate this leadership by striving to provide public access to information and to bring full advantage of advanced communications technology to communities with a primary, but not restricted, emphasis on community economic development.
SACN is a membership based organization that has developed a wide range of member services to assist communities in achieving their goals of community presence, information literacy, and equality of access to information resources to complement the economic development focus.

  Bread, crisps, beans & soup - as salty as ever
In reviewing children's diets, SACN noted that children aged 4-6 were, on average, currently consuming around five grams of salt daily from processed foods, plus further amounts added during cooking and at table.
According to SACN, lowering the average population salt intake would confer significant public healthbenefits by contributing to a reduction in the burden of cardiovascular disease.
We also urged SACN to recommend that food labels carry improved sodium labelling and clear indications of food with high levels of salt (0.5 grams or more of sodium per 100 grams of food).

 SACN
The nine cities in the SACN are the main economic engines in the Republic of South Africa.
The four-day SACN "Think-Tank" was filled with many excellent presentations and considerable discussion and debate on a wide range of important issues.
SACN Coordinator Andrew Boraine guided many of the discussions, ably assisted by David Schmidt and Jacqui Boulle of Organisation Development Africa (ODA), who also prepared an extremely useful Draft Memorandum on Metropolitan Economic Development Strategies based on careful notes that Jacqui Boulle had taken throughout the week.

SACN has been established in the form of a foundation and was designated by the Minister of Transport, Public Works and Water management (‘the Minister’) at 25 November 1998 as the independent coordinator for slot coordinated airports in the Netherlands in accordance with EEC Regulation 95/93 and Dutch legislation.
SACN has a Supervisory Board whose members are representatives of carriers with one of the coordinated airports in the Netherlands as their home base (at present: KLM, Transavia, Martinair and Arkefly) and representatives of the three coordinated airports.
The main tasks of SACN comprise: to allocate slots to airlines, to provide data, to give advise, to solve conflicts, to monitor developments, to attend capacity meetings and consultative meetings and to report twice yearly to the Minister.

SACN national programmes coordinator, Sithole Mbanga, said in a statement: "The cities, the SACN and its members can ill afford to be ignorant of the impact of HIV/AIDS, an issue central to growth, economic performance and the sustainability of South African cities."
SACN said South Africa was no exception, with over 54 percent of the population living in urban areas by 1996 and the figure having risen to 58 percent by 2002.
The findings of the report are being used to develop and implement a support framework for the SACN member cities and also strengthen the capacity of South African municipalities in responding to the affects of HIV/AIDS on their communities.

Arsing out of their deliberations, the four leaders agreed that the SACN would be an important mechanism to promote political coordination and economic, social and cultural integration while promoting South American interests into the international scene.
It is obvious that as the SACN develops into a wider organised economic entity, the smaller economies in this Community stand a stronger chance to obtain the assistance they have been pleading for under the yet unborn FTAA.
A more close-knit SACN, with its concentration directed immediately on South American issues, may be able to apply better preventive diplomacy to address these troubles in their infancy and, through "community" efforts, work to develop better understanding and find solutions to at least most of them.

 UK warns against too much vitamin A
SACN's report out yesterday concluded that there was insufficient evidence of a link between bone health and vitamin A intakes to justify a change in dietary advice to all consumers but people who eat liver more than once a week should not increase this amount and should avoid taking vitamin A supplements.
But in July, UK trade officers and a charity issued calls for industry to include labelling about the risks of vitamin A to pregnant women on all multivitamin supplements, saying that many were unaware of the risks.

In recognizing as one of the three “key issues,” that of health outcomes, the SACN perceptively accepts the evolving consensus that Britons’ health outcomes are the legitimate public health concern, not a focus on intermediate variables such as blood pressure.
Likewise, the SACN now has the ability to redraft its advisory to incorporate this rationale and identify the health outcomes of potential non-pharmacologic interventions on improving cardiovascular health and reducing all-cause mortality.
In short, we recommend that the SACN direct the Salt Subgroup to consider these comments and those of the SMA and “go back to the drawing board” to produce an entirely new – and doubtless, shorter – report focused on the health outcomes of various intake levels of dietary sodium.

The SACN is a non-profit organisation established in October 2002 with multiple purposes, among which are the promotion of good governance of cities, the study and analysis of the challenges facing South African cities, and the promotion of a share-learning partnership between cities.
The SACN does not represent the cities, but is rather a knowledge management and information body that works for their benefit.
Four of the cities are growing at a rate of 1,4 percent, while some cities are growing at a super fast rate of 8 percent a year, and others are de-populating at a rate of -3 percent a year.

 RESPONSE TO THE ‘DRAFT SACN REPORT ON FOLATE AND DISEASE PREVENTION.’
SACN largely restricted the evidence base that they considered to prospective cohort studies and randomised controlled trials in humans.
The SACN Draft Report covers a great deal of new evidence that has emerged since the last 2000 COMA Report (Department of Health, 2000) and its authors should therefore be applauded for having produced a document that is both detailed and up-to-date.
We note that SACN paragraph 7 states that “In addition to recommending folic acid fortification of flour, COMA recommended that all women should increase their folate prior to conception.” We presume that this is a call for additional self-supplementation with 400µg/day folic acid.

But after consultation with stakeholders the decision was taken not to make fortification mandatory at that time due to concern that it may mask vitamin B12 deficiency in some sectors of the population and because it would impinge on consumer choice.
However the matter remained on the table, and in April the FSA asked its board to consider SACN's (Scientific Advisory Committee on Nutrition) draft opinion that neither continuing voluntary fortification nor raising awareness amongst women of childbearing age alone would have an effect.
SACN said that, even with mandatory fortification, women should still continue to take a daily supplement of 400 micrograms of folic acid prior to conception and until the 12th week of pregnancy.

The draft SACN report on salt and health underwent a period of consultation at the end of 2002.
The minority of organisations who queried the basis of the salt targets for children did so on the extent of the evidence available and the methods used by the sub-group to establish salt targets for children.

The cooperation of the Caricom Secretariat is significant since the two “non-Latin” members of SACN also belong to the Caribbean regional organization.
Interestingly, the role of French Guiana (not a member of the SACN) in the integration process was raised, since the coastal road of that French territory can provide a significant link for Guyana and Suriname with north-eastern Brazil.
