The SADC is currently in the process of establishing a free trade area, which, according to the SADC Trade Protocol adopted in 1996 and implemented since September 2000, should lead to the liberalisation of 85% of all intra-regional SADC trade by 2008.
SADC countries have significantly backloaded their tariff reduction schedules, so that nearly all tariffs for competing products will not be liberalised until the latter part of the implementation period.
The authors argue that, in its current state, the SADC is not capable of collectively negotiating an EPA, as it has neither the mandate, nor the capacity, nor the pre-requisite policy coordination and coherence, as is illustrated by the overlapping membership problem.

SADC welcomed the U.S. offer to fund a seminar on conflict prevention and management in Cape Town at the Center for Conflict Resolution and to fund training in early-warning and conflict prevention by the Washington-based Fund for Peace.
The Forum noted SADC's leadership role in the campaign to exclude the participation of governments that had come to power through military coups or unconstitutional means in OAU meetings and unequivocally confirmed support for this principle.
This steering committee will meet before the August 2000 SADC summit and will be responsible for ensuring the execution of follow-on projects and for evaluating their effectiveness, as well as developing an agenda for the next Forum, which participants recommended be held in Washington, D.C., in the second half of 2001.

The SADC Consultative Conference was held at the Botswana Conference and Exhibition Centre in Gaborone, on 28-29 October 2002.
Honourable Dr Ana Dias Lourenco, the Chairperson of the SADC Council of Ministers and Minister of Planning of the Republic of Angola addressed the official opening ceremony and noted that the conference was taking place at a time when the region was confronted with a food crisis and high levels of poverty.
SADC Member States expressed their appreciation to International Cooperating Partners for their continued support and assistance, especially for their rapid response to the food crisis facing the region.

The SADC region is characterised by weak economic structures of which the main four sectors include: services, manufacturing, agriculture and mining.
SADC countries belong to three sub-regional Regional Trading Arrangements, namely: countries belonging to the Southern African Customs Union (SACU); countries belonging to an existing regional free trade area (COMESA); and those which are moving towards forming a regional free trade area (SADC).
Thus, to answer the question what is the appropriate geographical configuration for SADC?, the study recommends an ACP wide framework agreement needed to maintain the ACP as a group and then regional EPAs to include the broader regional configurations beyond the current SADC regional economic integration framework.

The fourth SADC EIS Workshop was held from 5 to 7 November in Pretoria, South Africa as a result of this partnership and was organised jointly by the three partners with considerable assistance from the Secretariat of the Program on Environment Information Systems in Sub-Saharan Africa, based in Pretoria, South Africa.

In the SADC region as elsewhere, unsustainable development has been and remains largely driven by economic and sectoral policies which are too narrowly conceived and focused and particularly neglect the adverse impacts on the poor majority and the environment.
In many SADC members a 'vicious cycle' is already dominant: widespread poverty is a major driving force for environmental degradation; escalating environmental degradation is a major cause of widespread poverty; and their increasingly lethal interaction jeopardizes future economic growth prospects throughout the region.

The State Agriculture Development Committee (SADC) purchased the development rights on nine Salem County farms this month, resulting in the permanent preservation of more than 900 acres of farmland, Agriculture Secretary Art Brown, Jr., announced today.
The nine farms totaling 914 acres were preserved for a total of $1,251,342 under the SADC's direct easement purchase program.
Those farms also will be preserved through the SADC's direct purchase of the development easements, with 100 percent state funding.

The letter, signed by SADC Deputy Executive Secretary Albert Muchanga and addressed to former Principal Secretary for Foreign Affairs Bernard Sande, says in the year 2002/2003 Malawi did not honour her annual contribution amounting to kwacha 14 million (euro 107,000).
SADC, in the letter says that because of the UDF government's failure to honour membership contributions, Malawi will now be under sanctions, which include the suspension of her right as a paid up member to take an active role in SADC activities.
SADC is established as a grouping of countries whose main purpose is regional integration, trade promotion, economic growth and development within and between the southern region countries of Africa.

The SADC Regional EE Centre was asked to implement the environmental education policy section of the Networking and Capacity Building Programme (NETCAB) of IUCN Africa, which successfully finished in December 2001.
A sourcebook to support environmental education processes was recently developed by the REEP in consultation with environmental education practitioners from the SADC region.
This evaluation is aimed at providing insights into the way forward for the SADC Programme as well as looking at some strategic areas such as the United Nations Decade on Education for Sustainable Development, an exit strategy or strategy for diversification of funding.

 USTR - USTR Zoellick Announces Enhanced Support for SADC Trade Competitiveness
The eight SADC ministers met in Pretoria with Ambassador Zoellick to discuss the African Growth and Opportunity Act (AGOA) and its proposed expansion under AGOA II, as well as synergies between AGOA and the SADC Free Trade Area.
Additionally, it aims to strengthen trade negotiating and trade agreement management skills among trade officials and technical staff, both at the SADC Secretariat and in SADC member states, and to increase the private sector and civil society's understanding and awareness of global and regional trade issues.
SADC Customs Cooperation and Trade Facilitation Initiative - $2.7 million: This initiative will support the SADC region's efforts to modernize customs administration in pursuit of the ideals expressed in the SADC Trade Protocol.

 PM Commends SADC Parliamentary Forum
Mosisili commended the SADC parliamentary forum for achieving the 30 percent women representation as well as in their respective countries as stipulated in the SADC Declaration on Gender and Development that was signed by heads of states and governments in 1997.
He called on ruling as well as opposition parties of all SADC countries to be the first to implement gender policies at their political party structures in order to show a good example to their governments.

For the clothing and textile sector, SACU's offer involves an upfront reduction of tariffs of 40 per cent, with the remainder to be phased down to zero over three years in the case of yarn and over seven years for clothing imports.
The motor industry has little bearing on the SADC accord because the Customs Union is the only major producer of vehicles and parts, barring Zimbabwe.
A ministerial meeting of SADC trade ministers is due to follow in November to finalise the remaining issues before implementation.
