 Will SAFTA be successful?
Under SAFTA, the process of trade liberalisation is scheduled to be completed in ten years, or by 2016.
But while all this is fine, there are several factors, which adversely impact the utility of SAFTA, rendering it almost meaningless for bilateral trade between some of the key countries of the region.
It is only then that instruments like SAFTA can benefit the countries of the region and, possibly, even rope in other neighbouring countries, such as China, or regional trade blocs such as Asean, to widen the horizon of economic cooperation.

The South Asia Free Trade Agreement (SAFTA) came into effect from 1 January 2006 and aims to promote trade and economic cooperation among SAARC states, primarily through the implementation of the tariff liberalization programme wherein all customs duties would be reduced to 0% to 5% by 2016.
The SAFTA can reduce the capability gap in the region by having 'trade creation effects' and promoting welfare gains and thereby increasing both the futility as well as the economic costs of conflicts affecting the internal security of countries of SAARC region.
In the ultimate analysis, SAFTA is the first step in promoting cooperative security in South Asia as it can help in deterring states from easily waging war on one count and promoting non-traditional security issues on the other.

The issue of SAFTA's implementation will be raised by India in the meetings of SAARC Foreign Secretaries here on July 31 and August 1, and Foreign Ministers on August 1 and 2.

Many critics feel that the schedule for implementation of SAFTA is extremely slow and the process envisaged in the Treaty may be overtaken by events at both bilateral and global levels.
There is no doubt that SAFTA is in the interest of the region but the political environment in the region makes any forecast of its outcome extremely hazardous.
The SAFTA agreement however, is only the initial stage and the infrastructure of the region needs to be integrated to facilitate integration of trade.

SAFTA, came into being on 1 January 2006 and will be operational following the ratification of the agreement by the seven governments.
SAFTA requires the developing countries in South Asia, that is, India, Pakistan and Sri Lanka, to bring their duties down to 20 percent in the first phase of the two year period ending in 2007.
In the final five year phase ending 2012, the 20 percent duty will be reduced to zero in a series of annual cuts.
