Colombia is in an economic depression, Colombia has a serious problem internally with different factions in the country, political factions, warring factions.
And, frankly, for Colombia is going to become a prosperous, sincere country, they’re going to have to, the legislature of Colombia and in the state departments, they’re going to have to revise their judicial system, and make it a much more efficient and effective system.
So Colombia has the job of having to make the community safe whether they be an urban barrio neighborhood or whether they be a rural vareda, a rural area, they have to make those safe so that people will feel comfortable end not flee to the cities, not be displaced.

Sam Farr has just taken the podium at a panel discussion on Iraq when two silver-haired women in the fifth row stand up.
To these activists and scholars, Colombia is the newest Nicaragua or El Salvador, and US aid to the government represents the latest chapter in a history of backing repressive regimes.
Since then, it has been Farr''s conviction that what the people of Colombia need is the peace and security to build their infrastructure and develop basic services, and that the Andean Regional Initiative, as Bush''s plan is called, is a step toward establishing that security.

FARR: Colombia is in an economic depression, Colombia has a serious problem internally with different factions in the country, political factions, warring factions.
NARRATOR: The roots of Colombia's current miseries can be traced back 50 years, to a period known in Colombian history as La Violencia, "the Violence." In 1949, civil war erupted between Colombia's two major political parties.
Colombia’s two largest guerrilla groups are the Revolutionary Armed Forces of Colombia, or “FARC”, and National Liberation Army, or “E.L.N.” The two groups combined form a force of 20,000 soldiers.

News reports and first-hand accounts indicate that violence in Colombia is escalating, particularly in the country's northern most regions and the southern coca growing regions.
The recent approval of equipment to help Colombia's security forces fight guerrillas involved in drug trafficking in the south is of great concern.
While human rights abuses are reportedly on the rise in northern Colombia, U.S. intentions to combat drug trafficking could easily result in a rise in human rights abuses in the target zone as well.

Since 9/11 the focus of Plan Colombia has quietly shifted from a counternarcotics campaign to a crusade against "terrorism." And now the number of US forces on the ground is set to double.
The vote comes just as Colombia's hard-line President Álvaro Uribe is pursuing a new offensive against the FARC guerrillas in the south of the country.
Colombia's subtly demagogic President Uribe gained the advantage in the upcoming election by leveraging the strength of anti-left paramilitaries, drug trafficking and a culture of violence.
