Its reference points are the center of the Earth and the immediate position of a spacecraft or the center of a celestial body.
SCLK is not as constant and stable as the UTC-derived SCET.
Tracking and predicting the exact relationship between SCLK and SCET is accomplished by analyzing telemetered SCLK values and trends with respect to the UTC-derived SCET, and regularly producing and applying a SCLK/SCET coefficients file which tracks the gradual drift of SCLK versus SCET.

 Review of SCCC and SCET
2.8 SCET is an executive NDPB whose aims include the requirements that they should be expert in the application of educational technology to learning, that they should be recognised as a source of expertise and that they should be a source of information and advice on educational technology to central and local government.
It was also recommended that SCET should continue, not as an NDPB, but as a company limited by guarantee and that Departmental demands on SCET should be seen as individually costed contracts which, over time, should be opened up to competitive tender from the private sector and interested companies.
The SCCC and SCET are well established bodies with rather different cultures and financial regimes and this option would in theory enable them to focus on their particular tasks.

 HEI Emerging Technologies
SCET assesses the likelihood of their widespread use in the near- and longer-term and evaluates the possibility that some aspects of their use may have unwanted consequences on the environment or on public health.
SCET will communicate concerns about toxic substances to the HEI Research Committee, which will consider addressing these issues in its research program or in assessments.
SCET membership was selected to provide a broad range of technical expertise from government, industry, public interest, and academic organizations.

Huygens probe entered Titan's atmosphere at 10:13 (Greenwich Mean Time updated with leap seconds) UTC on January 14, 2005 in (The coordinated universal time time on board the spacecraft) SCET, according to ESA.
The probe landed on the surface of the moon at ~163.1775 degrees east and ~10.2936 degrees south around 12:43 (Greenwich Mean Time updated with leap seconds) UTC in (The coordinated universal time time on board the spacecraft) SCET (2 hours 30 minutes after atmospheric entry).

SCET is 'spacecraft event time' and is basically if I understand correctly UTC onboard the spacecraft at the time the spacecraft perceives event in question.
When a signal is sent from earth to a spacecraft, SCET = TRM + OWLT, where OWLT is one-way light time and TRM is UTC when the transmission is sent from earth to a spacecraft.
I have not heard this term before, and thus I don't know if when the signal goes from the satellite to earth if we need to add the transit time to the SCET to get UTC, or if the SCET times listed in MGS_Events.pdf are just our UTC, having already been corrected for transit time.

Byrnes explained that the SCET program was initiated due to recent welfare reform in which tens of thousands of Philadelphia recipients have lost or are expected to lose some or all of their benefits in the next year.

There are two additonal items - the SCET (default), which is a character string representation of time, and "index" which allows the Y data items to be plotted against their array index, i.e.

Event lines, which in addition to the SCLK and SCET timestamps contain three character string fields - a "type" (up to 8 characters, no spaces), a "command" (up to 50 characters, no spaces), and a "comment" (the rest of the line, no space restrictions).
However, an event can be added by hand, as long as the time and character string fields are filled in correctly.
Events can be plotted along the SCET timeline of a HK2D plot (see Plotting Events in the HK2D documentation), allowing a specific string (the "command" string) to be included on the X-axis of the plot at a specific time.

Hello, I asked almost the same questions on Mars-net and got the following info: SCET is basically UTC on Mars, so the signal will appear cca 3 min (OWLT) after end of occultation as given in SCET.

SCET is the shutter-centered SpaceCraft Event Time If INP is specified and the project is GLL or CASSI, the TARGET parameter need only be specified if the target name is incorrect in the VICAR label.
OPERATION: If INP is specified, the spacecraft ID, camera ID, target name, and spacecraft event time are retrieved from the VICAR label.
Since the target name is not present in the Voyager image label, the TARGET parameter is required for Voyager images.

 Instrument Packet Files (IPF)
Once telemetered to the ground, the VCDUs are decoded and disassembled by the Multimission Ground Data System (MGDS).
Each packet is arranged into a Standard Formatted Data Unit (SFDU) with a header that includes an MGDS packet sequence number, Record Creation Time, Earth Received Time (ERT), Spacecraft Event Time (SCET), and Spacecraft Clock Time (SCLK).
The Data Management Team then performs an advanced quality, quantity, and continuity (AQQC) check on the SFDU, appends an IPF header, and delivers the finished IPF to the Galileo Science VAX Cluster.
