SCM Labs, Inc. -- Expert Software Configuration Management
Agile SCM solutions must enable the Developer to change their file names anytime they want and present them with an easy to understand interface to connect file history when and where appropriate.
The SCM solution you implement to support your agile project should be set up to support a changing scope and changing process - encourage that change and keep track of the artifacts as they pass through the changing process.
Traditional SCM typically approaches the development group from a more "controlling" perspective, while agile SCM really attempts to understand the needs of the development group and marrying those needs in a solution that also satisfies the needs of the SCM Manager.

SCM Labs, Inc. -- Expert Software Configuration Management
SCM (Software Configuration Management) is the process by which software development organizations store, organize, access and update software files in the development cycle.
Also included in the scope of SCM is the process used to build usable releases of software, as well as the management of the environment necessary to run the software, including operating systems, applications and other run-time considerations.
When deciding where to organize an SCM team within a development organization it is helpful to keep in mind that the three most important characteristics of the SCM role are objectivity, skill set, and focus.

In any case, the history of computing extends to prehistory and includes all those disciplines that contributed to the body of knowledge that eventually led to what we would now call the computer.

 SCM
SCM is a GPL front-end to revision control systems, able to work with Bazaar, BitKeeper, CVS, Mercurial, and Subversion repositories on a variety of operating systems.
SCM, on the other hand, is attractive, simple, useful, and portable across operating systems as well as revision control systems.
I think a lot of people underestimate the usefulness of a file's revision history; for me it's the main use of a repository — I've never wanted to compile an old version of the source, which seems to be a folk belief about why revision control is useful.

SCM projects that are conceptual descendents of GNU arch include Arx (which has poor Windows support), Bazaar (also named baz) which is essentially a friendly fork of GNU Arch to improve it (primarily its UI), and especially Bazaar-NG (also named bzr).
Other SCM prototypes have been built on git, and various interfaces have been developed to other SCMs (in particular, there's a prototype git-to-Darcs interface, and GNU Arch's Tom Lord announced he was planning to switch to the git format though it's not clear that will really occur).
