SDTS and the Topological Vector Profile define two basic types of spatial objects: simple spatial objects, i.e., lines, polygons, nodes, etc.; and composite objects, which are made up of one or more other simple and/or composite spatial objects.
SDTS distinguishes between two basic kinds of attributes: primary attributes are related directly to spatial objects (simple or composite), while secondary attributes are related to primary or to other secondary attributes.
The schema of an SDTS dataset--the number and kind of attribute fields and attribute tables, and the relationships among attributes and objects--is not predefined by the Standard or the Profile, but is determined by the producer of the dataset.

The purpose of the SDTS is to promote and facilitate the transfer of digital spatial data between dissimilar computer systems, while preserving information meaning and minimizing the need for information external to the transfer.
Implementation of SDTS is of significant interest to users and producers of digital spatial data because of the potential for increased access to and sharing of spatial data, the reduction of information loss in data exchange, the elimination of the duplication of data acquisition, and the increase in the quality and integrity of spatial data.

SDTS also allows these simple objects to be aggregated into aggregate objects predefined by the standard (such as graph, layer, or grid) or defined by the user of the standard.

SDTS is a FIPS(173) and FGDC (STD-002) standard that defines a non-proprietary format for packaging vector or raster spatial data with attributes, metadata, a data quality report and usually a data dictionary.
SDTS transfers are the data sets used to exchange spatial data between different computer systems.
SDTS calls this a "foreign identifier." Foreign identifier fields permit one module record to reference another module record (in the same or another module) in the transfer.

The sdts import provided in GRASS most likely can't deal with compressed raster data: the raster sdts format was only recently introduced, and companies like ESRI are still working on incorporating such importers into their expensive GIS.
My understanding of the USGS maps is that the new format is SDTS, and I found the sdts modules in the 4.2.1 binaries for Linux.
My understanding is that the SDTS is the USGS newest standard and it seems that there should be lots of interest in it in the grass world.
