		SECAM (Sequentiel Couleur avec Mémoire, French for "sequential color with memory") is an analog television system, using frequency modulation to encode chrominance information.
		SECAM was introduced in France in 1967, where it is still used; it has also been adopted in many former French colonies, as well as parts of Eastern Europe (Bulgaria, Hungary) and the former Soviet Union.
		Political factors from the Cold War have also been attributed to the adoption of SECAM in Eastern Europe, as its use made it impossible for most Eastern Europeans to view television which was broadcast from outside the Iron Curtain which were mostly using PAL.

		The difference is in the analog domain, where the encoding of the color on top of the fl and white (remember color came along after fl and white and had to be added in so that there was some backward compatibility or it wouldn't have been accepted) is different.
		SECAM is only really used for over-the-air transmission (even in the television studios, all the equipment is PAL, and the video is converted to SECAM just before it is transmitted), so it's not necessary for the DVD part.
		It is certainly possible that there are SECAM tapes, since VHS tapes are analog, but it is my understanding that converting to/from SECAM and using PAL for the tape itself is more convenient for everyone (you can trade tapes with other countries, and they don't have to manufacture special versions for SECAM countries).

	Ed Ellers' Critique of World TV
		This wasn't as great an issue as it may seem, since most of the Warsaw Pact countries along the old "iron curtain" used systems D and K, which were already incompatible with their Western neighbors' systems.
		What happened is that VHS uses a drastically different recording system for SECAM, at least in France, than is used for PAL or NTSC -- instead of hetrodyning the subcarrier down to its lower frequency for recording, the FM subcarrier is divided by four and then multiplied back up in playback.
		There used to be two different color sync techniques for SECAM, one using a burst on each line (like PAL or NTSC) and the other using a special waveform transmitted during field blanking, but the latter has apparently disappeared because those lines were needed for teletext.
