In the framework of the general purpose of criminal sanctions (Article 5, paragraph 2), the purpose of security measures is to remove the situations or conditions which might influence an offender so that he commits criminal acts in the future.
Yugoslav criminal law applies to anybody who while abroad commits a criminal act referred to in articles 114 to 133, and 135 to 138 of this law, or article 168 of this law insofar as the falsifying relates to domestic currency.
Yugoslav criminal law applies to a citizen of SFRJ when he commits abroad a criminal act other than those referred to in article 105 of this law, provided he is found on the territory of the SFRJ or has been extradited to the SFRJ.

Accordingly, the citizens of SFRJ and the Federal Republic of Yugoslavia (SRJ) who refused to report to military service should be pardoned, and so should those who helped deserters.
The ones who should not be pardoned are those who, after desertion, participated in military operations of armed formations opposed to the Yugoslav army and those who perpetrated a crime against humanity.
Formally, it was a violation of military discipline regulations and the SFRJ Criminal Law which foresaw strict punishment for desertion - up to eight years during peace and between three years and the death sentence during war.

The flag of the former Yugoslavia, which had flown in front of UN Headquarters in New York since 1945, was lowered at the end of the General Assembly session and the flag of the Federal Republic of Yugoslavia was hoisted in its stead.
In 1992, although the General Assembly decided that the FRJ was not able to maintain the seat of the SFRJ and had to submit a new application, Yugoslavia was permitted to continue to maintain representation at the UN and to receive and circulate documents.
It was the decision of the Contact Group for the Former Yugoslavia that all five successor states would get a share of the assets (and debts) as they stood at the end of 1990; however, that may be revised given that the assets may have accrued more value in the interim.

The reason you want to be the SOLE successor of SFRJ is mainly because of MONEY that SFRJ had in foreign banks and is now frozen, since there's no agreement between the 5 new states on who the successor is - all of them or ZRJ only.
Serbian and Montenegro were the only republics that wanted to stay together in the SFRJ (by the way, how come you don't say ZFRJ?).
So, I would be the first to support ZRJ's decision to renounce its tensions towards the status of the sole successor of the SFRJ and enter the UN as a new country.
