Even if you are not a SIGPLAN member, you can apply—as long as the event you are participating in is sponsored or in-cooperation with SIGPLAN and you are a member of ACM.
Registration fees and shared accommodation expenses for student attendance at a SIGPLAN sponsored conference where the applicant is to present a paper, is co-author of a paper on the program, or is participating in a student poster session.
SIGPLAN can provide funds for a limited number of travel grants to attend a SIGPLAN-sponsored conference for a companion care-provider for a SIGPLAN member who is:

When SIGPLAN sponsors a meeting, it takes responsibility for the meeting and the site selection, including financial responsibility, whereas SIGPLAN does not take financial responsibility and requires that there be another sponsor which will take financial responsibility for incooperation meetings.
This means that critical decisions have to be approved by the SIGPLAN Executive Committee, such as the selection of the program chair, the selection of program committee members and the budget.
SIGPLAN expects all of its sponsored conferences to break even financially.

 SIGPLAN IN-COOPERATION
The requirements for SIGPLAN in-cooperation status include the meeting must have an open call for participation and cannot be sponsored by a for-profit organization; however some forms of corporate funding are allowed.
SIGPLAN also expects registration costs to be reasonable and its members to get a lower registration rate.
SIGPLAN encourages the conference organizers to contact Julie Goetz at ACM Headquarters (goetz@acm.org), to have SIGPLAN membership materials sent directly to the conference location to be displayed during the meeting.
