SIPRI expert Siemon Weseman admits that the evaluations of the institute, which are based on the number of "combat platforms" (planes, tanks, guns and other combat systems), do not reflect financial indicators of the arms exporters.
SIPRI's evaluation of Russia's arms exports over 2002 - to the amount of $5.941 billion - is due to large quantities of warplanes Russia supplied abroad, says Konstantin Makiyenko, an expert with the Strategies and Technologies Analysis Center.
As a result, according to SIPRI's rating, last year Israel's sum aggregate of the arms exports was only $178 million, while the Israeli defense ministry has already announced that Israel's volume of military exports reached $3 billion last year, mainly at the expense of marketing control systems.

Sipri (Stockholm International Peace Research Institute) is a truly international assemblage of some of the most competent scholars who ceaselessly work on issues of armament, disarmament and international security.
When I visited Sipri in 1995, I was amazed to see that nearly anything published anywhere on things 'military' could be found in the archives of Sipri Frosunda - which is located on a picturesque aquatic locale with shady and tall trees all round it.
The activities of Sipri are overseen by a Convening Board and the Director who is a sitting member of the Board.

 SIPRI History
SIPRI was indeed committed by its Statutes to assess the consequences of world military developments for world security, not national security or NATO security.
SIPRI’s first Statutes (1966) required it to recruit its researchers from different regions and from states with different political and economic systems–that is, there had to be researchers from the Soviet Union and Eastern Europe as well as from the United States and Western Europe.
The choice of the arms trade for research also served to show that SIPRI was not exclusively concerned with the central confrontation between the two blocs: it was a matter of interest to Third World states–although of course it was linked to the global struggle between the two power blocs as well.

Above all, it is generally agreed in Russia that the nuclear forces should have highest priority in the Russian defence posture to compensate for the absolute and relative weakening of the country's conventional capabilities, as an 'umbrella' for implementing military reform and as the only remaining heritage of the Soviet superpower status.

It appears that Sipri which is mainly financed by the Swedish Parliament is also experiencing some financial problems.
Hithertofore I used to get all their publications - and there are a number of these which are published in the form of research papers the year round - (both hard bound and paperbacks) gratis.
The entire work is checked - and perhaps rechecked before it is published in the year book which I suppose is the centre-piece of all Sipri work - which as it is - is considered as one of the most authentic in the realm of security issues.

Ms Bailes noted that the main justification for the invasion of Iraq, a supposed threat from WMD, "crumbled" later, undermining the credibility in general of efforts to ensure the non-proliferation of such weapons.
The problems showed "that the challenges of post-war stabilization may be greater than those of war itself" and that the United States was "likely to need wider international support to achieve its objectives", SIPRI said.
US arms outlays will continue to grow, SIPRI said, but the pace may slow as the pre-emptive war doctrine is challenged "on both ethical and international law grounds, as well as because of the large costs and dubious successes associated with it".
