SIPRNet, a closed system with no access to the Internet, is the primary means by which commanders communicate secret military strategies worldwide.
Military and security analysts said the move to open the secret network to allies is a significant but necessary step to cement military partnerships with those countries, which have engaged in operations in Afghanistan and Iraq and have participated in maritime patrols in the Pacific.
For years, the four countries listed in the NSA briefing, along with other U.S. allies, have petitioned Defense to open SIPRNet to them so that they could have access to classified information they believed would help their militaries better coordinate operations with the United States.

The diversity of the user population, the use of the CAC to support a wide variety of general applications and the wide dispersal of card inventory and issuance stations create inflexibility in supporting special token needs and make it impractical to achieve the assurance levels required by mission-critical environments.
Since a higher-assurance token for SIPRNet is not intended to replace CAC as an ID card, it is both necessary and achievable to support Web-based lifecycle management without requiring costly, specialized issuance stations.
With a number of factors making the CAC impractical for SIPRNet, an alternative token and management model is necessary to meet its operational and assurance requirements.

The Air Force is developing a portal that runs on the Defense Department's Secret Internet Protocol Router Network (SIPRNET) in an attempt to provide air operations centers "point and click" access to an integrated set of secure information.
Leslie Kenne, deputy chief of staff for warfighting integration at Air Force headquarters, said the SIPRNET portal is being tested as a way to eliminate the "disconnect between the force and the unit level" and will enable users to simply "point and click" to get the information they want.
She said she saw the demonstration, or "first spiral," at the beginning of October and is confident that the SIPRNET portal will become operational.
