  START I: Article-by-Article Analysis - Article III
A Party shall not have the right to deploy SLBMs of a new type to which is attributed a number of warheads greater than the smallest number of warheads attributed to any SLBM to which that Party has attributed a reduced number of warheads pursuant to subparagraph (c) of paragraph 5.
Subparagraph (g) provides that an SLBM launcher will be subject to limitations, for the purpose of limits on deployed SLBMs and their associated launchers, by being considered to contain a deployed SLBM when the submarine on which that launcher is installed is first launched.
Such accountability for an SLBM launcher that is in the process of conversion begins when all launchers on the submarine on which that launcher is installed have been converted to launch an SLBM of the different type and the submarine begins sea trials.

Submarine-launched ballistic missile - Wikipedia, the free encyclopedia
Modern variants usually deliver multiple independently targetable reentry vehicles (MIRVs) each of which carries a warhead and allows a single launched missile to strike a handful of targets.
The first successful tests of a submarine-based launch platform were by German U-boats in World War II using a submarine towed launch platform.
In September of 1955, the Soviet Union was the first country in the world to launch a ballistic missile from a submarine.

In March 1986, a M-4 missile was launched and covered 6,000 km to its target; this flight is rumoured to have been the first test flight for the M-45.

Paragraph 2 provides that for ICBMs and SLBMs of existing types (that is, existing as of entry into force), the accountable throw-weight will be the greatest throw- weight demonstrated in flight tests of an ICBM or SLBM of that type.
Paragraph 3 provides that for ICBMs and SLBMs of a new type, the accountable throw-weight, like that of existing types pursuant to paragraph 2, will be the greatest throw-weight demonstrated in flight tests of an ICBM or SLBM of that type.

The effort that led to the Polaris SLBM was initiated in the aftermath of the Soviet detonation of a hydrogen (thermonuclear) device in August 1954 and the "Big Four" summit meeting in Geneva in September 1955.
In summary, at the time of their construction, the Polaris SLBM submarines were the largest, most complex, and most heavily armed submarines yet constructed by any nation.
While initially additional funds were provided to the Navy for SLBM development, by 1959 the Navy was forced to cancel development of the Regulus II land-attack cruise missile and the P6M Seamaster flying-boat bomber, and delay construction of an aircraft carrier to help pay for the Polaris project.

 Lockheed UGM-96 Trident I
The UGM-96 Trident I C-4 is a long-range replacement for the UGM-73 Poseidon C-3 SLBM (Submarine-Launched Ballistic Missile), and is one of the two types of SLBM currently in service with the U.S. Navy.
Later on, the ultimate long-range SLBM would be developed as a larger missile, together with a new class of ballistic missile submarines.
The adoption of the SLBM designator C-4 clearly indicated that Trident I was regarded as an evolutional step from Poseidon C-3, compatible with the latter's launch platforms.

 SLBM - Wikipedia

Although the agreement does not limit the accuracy or yield of the re-entry vehicles (RV), it does limit the number of ICBM and SLBM launchers and the dimensions of ICBM launchers, and hence it indirectly limits the payload that could be deployed for a given level of technology (which remains unconstrained).
There is an indirect effect on SLBM survivability, however, in that ICBM’S could be used to attack ballistic missile submarines if their location were known.

Their inherent immunity to pre-emptive strikes has made SLBMs one of the most important assets of the U.S. nuclear armed forces ever since.
Instead, the Polaris (and future SLBMs) were known by simple letter-number combinations, starting with A-1 (or A1, as the dash is frequently omitted) for the first Polaris version.
However, because the SLBM force could not effectively taken out by the enemy, it was the ideal retaliation weapon, and therefore very important for the Cold War concept of MAD (Mutually Assured Destruction).
