THE Sri Lanka Monitoring Mission (SLMM), in its report on the sinking of a Chinese trawler on 3 March off the coast of Mullaitivu District, says that ‘armed elements’, not recognized by the government or the LTTE, may be responsible.
SLMM reports that these criminal elements pose a serious threat to the peace process and should be disarmed, but has not identified them.
Tryggve Tellefson, the President accused the SLMM of failing to conduct an impartial enquiry and attempting to equate the LTTE with the sovereign state of Sri Lanka.

 The Hindu : Sinking of vessel: SLMM blames LTTE, Govt.
The Sri Lanka Monitoring Mission (SLMM) today faulted both the Navy and the Liberation Tigers of Tamil Eelam for not informing it of the March 10 engagement on high seas, in which a rebel merchant vessel was sunk.
The SLMM said that as neither the Government nor the Tigers had proved their version, "holding only one party responsible for this incident is not possible".
This was "disappointing" as both the parties had set up the SLMM "to conduct impartial verification, inquiries into alleged violations and to assist them in the settlement of any dispute that might arise".

SLMM officials are scheduled to convene a meeting between LTTE local leaders and senior citizens of the Muslim community in Muttur today to finalise measures to restore normalcy in the area.
SLMM spokesman Teitur Tokelson told the Sunday Observer that today's meeting would be chaired by the head of the SLMM office in Trincomalee Abtel Burkan and that the leader of the LTTE's political office in Trincomalee Tilak, Mosque leaders and several citizens from the Muslim community in Muttur would take part in it.
The SLMM spokesman said the situation in Muttur was now under control and that today's meeting is expected to stabilise the situation further.

The multinational Sri Lankan Monitoring Mission (SLMM), as the monitors are called, ruled as early as June 26 that a new Tiger camp in Manirasakulam in the northeastern Trincomalee district lies in government-controlled territory - and must be removed.
The SLMM is still waiting for the reaction of S P Thamilselvan, leader of the LTTE's political wing, to its latest communication on the matter.

The question is not the SLMM's commitment or sincerity, but that the truce monitors are powerless to act when one party or the other violates the agreement.
While describing that the SLMM would do international verification through on-site monitoring, the agreement states:"It is however understood that the effect of the SLMM will depend on the parties' commitment to abide with the recommendations of the SLMM".
The presence of the SLMM, it was expected, would dissuade both parties from ceasefire violations due to negative local and international publicity.
