Color information was added to the fl and white image by adding a color subcarrier of 3.58 MHz to the video signal.
The first color NTSC television camera was the RCA TK-40, used for experimental broadcasts in 1953; an improved version, the TK-40A, introduced in March 1954, was the first commercially available color TV camera.
A short sample of this reference signal is included in the NTSC signal as color burst, located on the back porch of each horizontal line, the time between the end of the horizontal synchronization pulse and of the blanking pulse on each line.

Between the color bars and proper adjustment of brightness and contrast controls to the limits of perception of the first sub-fl bar, an analog receiver (or other equipment like VTRs) may be adjusted to provide impressive fidelity.

Remember that even if the color bars are encode and decoded perfectly the color you see on screen can be altered by the accuracy of the phosphors on your display.
The absolute color you see depends finally on how accurately the color primaries are generated in the display, but the bars should look the same color in SD or HD if everything is right with the bars, encoding and decoding.
But the primary colors should not be the same for SD and HD (as shown in the x,y values above) and that is the advantage of displays that can now create 'psuedo" or "effective" SD and HD primaries from their native primary colors.
