SSIM index for image quality assessment
The Structural SIMilarity (SSIM) index is a novel method for measuring the similarity between two images.
The SSIM index can be viewed as a quality measure of one of the images being compared, provided the other image is regarded as of perfect quality.
Close piece-by-piece comparison of the SSIM index and the absolute error maps, we observe that the SSIM index is more consistent with perceived quality measurement.

SSIM - Wikipedia, the free encyclopedia
The Structural SIMilarity (SSIM) index is a method for measuring the similarity between two images.
The SSIM index is a full reference metric, in other words, the measuring of image quality based on the fact that it needs the initial uncompressed or distortion-free image as reference.
It is an improved version of the universal image quality index previously proposed.

If anyone is interested, a decent C version of the SSIM measure from Zhou Wang is here.

SSIM blasts Garang as `bloody dictator'
A high-ranking SSIM delegation, headed by Secretary for External Affairs Costello Garang Ring Lual, toured the U.S.A. from the 20th of June to the 20th of August, followed by the European countries listed below, to explain the position of the Southern Charter's signatories.
The Charter, for SSIM and its other Southern signatories which we represented, is like going to marriage where one does not ask whether it is going to work or not, but one goes into it with all optimism and intention to make it work.
The traditional Islamic leaders in the Umma Party and the DUP are not, and would never be, willing to send their daughters and sons to go and struggle, fight, and die for the ``freedom and democracy'' they emptily and loudly claim to be striding forward toward.

The SSIM index is one specific implementation of a structural similarity approach — it is not the only possible architecture that uses the structural similarity paradigm, but it is interesting as a first example of structural similarity’s utility.
Local image statistics are measured in a weighted 11x11 circular window around each pixel to generate SSIM for each pixel.
Zhou Wang’s work on his Structural SIMilarity (SSIM) index is the best approach I’ve found so far for quantitatve evaluation of image quality for many different applications.
